Job Summary

Major Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer Continental Shelf Region (GOMR), Decommissioning Support Section in Jefferson, LA. The incumbent works as a technical expert in oil and gas operations involving well workover procedures and intervention techniques, with special emphasis on well plugging and abandonment (P&A) and the associated site clearance of a lease.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

  1. Serves as a technical expert in the plugging and abandonment of wells and associated site clearance of the lease.
  2. Initiates enforcement actions on operators and/or lessees involving a default of decommissioning obligations.
  3. Reviews decommissioning plans and departure requests.
  4. Performs decommissioning liability estimation of well P&A costs and in depth statistical analyses of operator submitted cost data.
  5. Serves as project coordinator overseeing decommissioning operations of a lease.
  6. Develops GOM Regional plan and sets milestones to address the abandonment of depleted oil and gas wells.
  7. Maintains an inventory of terminated leases and monitors the decommissioning progress of these leases.

The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information: $103,527-$134,583 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying. (1) Basic Educational Requirements:

You must meet the description in either A or B below to qualify for this position:

A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specialized Experience:

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) evaluating the decommissioning obligations a particular company has accrued; and 2) conducting technical reviews of decommissioning plans and departure requests to ensure conformance with regulations.

Pay Range

$103,527.00 - $134,583.00
