Job Summary
The Volpe Center seeks a Physical Scientist with responsibility for analyzing and interpreting the implications of Federal, State, and local environmental regulations for government and other agencies. The work is principally focused on the National Environmental Policy Act (NEPA) and other environmental compliance regulations and Executive Orders (e.g. Endangered Species Act, 404 Wetland Permitting, Section 106, Section 4(f), and more.
Major Duties
As a Physical Scientist, you will:
- Work both independently and as a team member focusing on NEPA and other environmental compliance regulations and Executive Orders by using environmental analyses to identify and mitigate the potential impacts of transportation projects.
- Perform a variety of tasks within the functional areas of environmental compliance, wetland permitting and environmental management.
- Conduct and coordinate plans, studies, investigations, reports, environmental assessments, and environmental impact statements involving various resources of the natural and built environment.
- Prepare technical documents including NEPA documents and various environmental permit applications.
- Develop and prepare Environmental Assessments and Environmental Impact Statements in compliance with requirements of NEPA; formulate, plan, and execute technical and complex studies; determining and mitigating environmental impacts from infrastructure development projects.
The ideal candidate will work on a wide range of projects involving environmental compliance; environmental assessments and impact studies, which may include development and analyses of alternatives to proposed federal actions; environmental regulatory development and compliance evaluations.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include: Experience in applying scientific method, concepts, principles, and practices to perform research, calculations, studies, analysis, or testing. To qualify for the GS-11 on Education alone, you must have:3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify on for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience in applying scientific method, concepts, principles, and practices to perform research, calculations, studies, analysis, or testing.
Experience in oral and written communication presenting results of scientific research, calculations, studies, analysis, test results or recommendations through briefing papers, technical papers, reports, or presentations. You cannot qualify on education at the level, you must have experience.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Pay Range
$71,274.00 - $111,062.00
