The primary purpose of this position is to serve in a developmental capacity in Environmental Compliance Program Manager, performing management, execution and operations for assigned program elements.
Major Duties
- Use prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade Environmental Professional.
- Perform assignments meant to familiarize incumbent with execution of typically assigned environmental compliance projects, in-house and by contract, and with all applicable Federal, State, and local environmental laws and policies.
- Assist with the development, coordination of curricula, and training for assigned program areas on the installation.
- Assist in providing environmental compliance advisory services on questions, issues, and projects in assigned program areas.
- Comply with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment.
Qualifications
To qualify, you must meet the specialized experience requirements described in the Office of Personnel Management Qualification Standards for General Schedule Positions, Professional and Scientific Positions/Individual Occupational Requirements for GS-0801, 0819, 0020, 0401,and 1301. BASIC REQUIREMENT GS-0801/0819: Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET or (2) include include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. GS-0401: Degree in Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. GS-0020: Degree community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. GS-1301: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE
GS-07 Must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in physical science. Knowledge of basic principles, concepts, and practices of engineering, or environmental science, or chemistry, or biology, or any arts or science degree meeting the physical sciences hours to meet the requirements or experience in the environmental management field or equal or greater value. GS-09 Must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of environmental physical scientific concepts, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly GS-11 Must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of environmental physical scientific concepts, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. GS-12 Must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience professional knowledge applicable to a wide range of complex environmental science duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related disciplines as they relate to environmental functions. Knowledge of applicable Federal, State, and local environmental laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. KNOWLEDGE, SKILLS AND ABILITIES: Qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional environmental compliance principles, practices, techniques, procedures and laws/regulations to effectively perform basic compliance audits, inspections, training, project development/execution, training, and minor advisory services in hazardous materials and hazardous waste management (cradle to grave); above and underground petroleum storage tanks; pollution prevention practices to reduce or eliminate use of hazardous materials and prevent the generation of wastes; and other environmental compliance programs related to industrial/domestic processes and techniques. 2. Knowledge to grasp troubleshooting techniques and methods to identify and solve routine environmental deficiencies/problems/concerns requiring straightforward investigation of unsanitary or questionable conditions in assigned projects or program(s). 3. Ability to search technical reports, manufacturers' catalogs, and other guidelines and publications to obtain relevant information to reduce risks to human health or the environment. 4. Ability to use relevant software programs and use data bases to gather information and prepare reports and communicate critical information. 5. Ability to work cooperatively as a team member in the accomplishment of environmental projects.
