The primary purpose of this position is to serve as a physical scientist to prevent, abate, and control deterioration and pollution of the environment ( air, land, water) from waste disposal practices.

Major Duties

  • Plans, coordinates, resolves problems, and manages all aspects of assigned environmental compliance program through application of professional knowledge and skill in environmental physical science practices, processes, and techniques.
  • Responsible for executing assigned environmental compliance program element, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
  • Provides advisory services on specific problems, projects, programs, and functions in assigned program area program.
  • Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions for the General Physical Science Series. 1301. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#GS-PROFSPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. OR

EDUCATION: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR

COMBINATION OF EXPERIENCE AND EDUCATION: education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of professional environmental physical science principles, practices, techniques, and procedures to effectively perform program/project development, execution, training, and advisory services in Air Quality compliance assigned program element.

2. Knowledge to troubleshoot environmental physical science problems and resolve problems requiring investigation of unsanitary, questionable, or non-compliant conditions that may occur at Eglin AFB. Knowledge of AIPMS and HMMS data systems used to monitor and manage air quality compliance.

3. Knowledge of applicable Federal, Florida, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned compliance programs to include criteria pollutants, Aerospace NESHAPS, Ozone standards, particulate matter, Hazardous, refrigerant management, Air Pollutant inventories for stationary/ mobile sources, green house gases, fugitive dust requirements, New Source Review, Title V requirements, AF Form 813 processing; and health, safety, security, and spill response practices.

4. Skill to integrate an interdisciplinary team of professionals to include attorneys, public health specialists, public affairs specialists, biological scientists, environmental engineers, regulators, and other governmental officials, and community groups.

5. Skill to Develop and implement compliance checklists and conduct analysis to ensure compliance with Title V, Air Construction Permits and General Air Permits and ability to perform certified visible emissions testing.

6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy; and establish effective working relationships with others.

7. Strong knowledge of environmental management programs and a strong knowledge of database management

(GIS, Oracle, etc.) principles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$76,721.00 - $99,741.00
