Job Summary
The selectee for this position will serve as a Physical Scientist (Environmental) with the Environmental Division of a NAVFAC SW installation Public Works Department in the of NAVFAC SOUTHWEST.The primary purpose of this position is to ensure compliance with local state and federal regulations by satisfying the condition of all existing permits, modifying existing permits and applying for any new permits necessary.
Major Duties
- You will be responsible for making field visits to conduct site investigations and surveys to determine environmental compliance requirements and the possibility of construction and remedial actions proposals.
- You will analyze environmental regulations to resolve environmental compliance issues during project execution.
- You will prepare reports to recommend solutions to environmental compliance issues.
- You will develop specifications for meeting compliance with Federal, state, and local water program requirements.
- You will identify record keeping and reporting requirements and develop record keeping and reporting procedures considering nature and extent of installation resources to prepare and modify permits and regulatory plans for the installation.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conduct site investigations and surveys to determine environmental compliance requirements; 2) Develops costs estimates by analyzing requirements, specifications, and application of cost factors supporting environmental compliance; 3) Preparing technical reports, standard operating procedures, correspondence, and local facility guidance documents to achieve and support compliance with the Navy, Command, and installation guidelines; 4) Supporting the Department of Navy Mission through implementing processes, procedures, and principles of Environmental management Systems; 5) Communicated progress, status, and approval in order to evolve efficient and technically adequate responses; and 6) Prepares reports to recommend solutions to environmental compliance issues; 7) Post award compliance with environmental regulations including National Environmental Policy Act (NEPA),Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Pay Range
$83,063.00 - $107,986.00
