Major Duties
At the entry level of this position, you will:
- Assist in developing the Clean Watersheds Needs Survey methodology, conducting research related to wastewater infrastructure data collection and sampling, coordinating with other EPA offices and States involved in the survey, leading EPA/state work group discussions on survey implementation and providing technical support and analysis regarding the survey.
- Assist in developing the Clean Watersheds Needs Survey including establishing milestones and deadlines for effected entities, ensuring technical support for state employees entering survey data into the data collection instrument; developing Quality Assurance/Quality control activities on data submission.
- Assist in disseminating results and findings from the Clean Watersheds Needs Survey, including preparing statutorily required reports of congress, overseeing the public release of data, compiling and analyzing final data sets, writing and editing reports and analysis of data to be presented on the EPA website and to Congress.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience conducting research, data collection; providing technical support and analysis; preparing reports and/or briefings; managing partnerships.- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below- OR an equivalent combination of education and experience.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of program concepts, principles, practices, methods and techniques of engineering and/or physical sciences.
Ability to perform data analyses.
Ability to assess the environmental/scientific impact of various programs.
Skill in developing program evaluations or federal programs and policies using knowledge of engineering and/or the physical sciences.
Ability to communicate in writing to a wide range of audiences.
Skill in communicating technical information orally. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$72,030.00 - $93,638.00
