Major Duties

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management (OCM), with 2 vacancies in Silver Spring, MD, Charleston, SC, or Oakland, CA.

As a Physical Scientist, you will perform the following duties:

  • Provide scientific and technical expertise in coastal and estuarine science to federal, state, and local agencies. Build partnerships and communicate project results and outcomes. Provide expert scientific and technical guidance to regional, state, and local coastal conservation and management planning programs to implement best practices in coastal estuarine data collection and research. Initiate and maintain partnership links to leverage NOAA resources, products and services.
  • Engage stakeholders to develop and support research, monitoring, and assessment projects and advise management of the advantages and disadvantages of alternative approaches. Exercise a high degree of originality and innovation, as well as utilize state-of-the-art approaches in the resolution of complex coastal zone environmental issues.
  • Lead grants competition management and process financial assistance awards. Review progress reports and serve as a grants program officer. Review contractor tasks and deliverables. Provide data for the determination of cost estimates on each project and information on conditions that may cause cost overruns or delays.
  • Develop and disseminate information and advice to state, regional, and national management authorities, environmental organizations, and the lay public through reports, presentations, briefings, and other outreach activities. Support communication efforts to inform and engage stakeholders regarding research and findings. Provide scientific peer reviews of reports and manuscripts.

Note: The duties are at the full ZP-4 performance level and the ZP-3 are developmental leading to such performance.

qualify for the 1301 series:

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree:physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-3 or GS-11 level:SPECIALIZED EXPERIENCE:In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Providing scientific and technical expertise in coastal and estuarine science research, issues, technology, data, and/or policy;

Coordinating and providing guidance to stakeholders involved in coastal conservation or coastal management research and/or monitoring programs;

Supporting acquisition of research and science needs for coastal zone management partnerships and/or efforts; and

Assisting in the development of information for use in outreach activities to communicate programmatic efforts and project results to stakeholders and the public. OREDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

COMBINATION: A combination of related graduate level education and specialized experience as described above. NOTE: Only graduate education in excess of two years is qualifying for combination of education and experience. To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Serving as technical and scientific expert providing advice and guidance on coastal and estuarine science and data;

Planning and managing stakeholder engagements on coastal conservation and management science programs for knowledge transfer and research planning;

Serving as resource for research and science needs for coastal zone management partnerships and/or efforts; and

Planning and developing information for use in outreach activities to communicate programmatic efforts and project results to stakeholders and the public.

Pay Range

$64,009.00 - $170,800.00
