Job Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Climate Program Office (CPO), with one vacancy in Silver Spring, MD. This position is also announced under vacancy number OAR-2020-0018, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.

Major Duties

As a Physical Scientist, you will perform the following duties:

  • Develop integrated, interdisciplinary plans to address scientific and/or societal needs, problems, and opportunities associated with climate risk areas such as extreme temperature, coastal inundation, water resources, marine ecosystems, etc. Identify critical research and program needs.
  • Manage, monitor, and track the execution of climate risk projects. Advise management of progress, and/or issues, conflicts in priorities, and/or unusual situations.
  • Propose, defend, and manage the program budget. Document spending plans, annual operating plans, and performance plans.
  • Coordinate and interface with scientific and user communities, NOAA Line Offices, and other agencies to ensure state-of-the-art science is supported through research undertaken by the program.

To qualify for the 1301 series:

EDUCATION:

A. Degree:physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience--education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, and appropriate experience or additional education.

ANDSPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-4 or GS-13 levelSPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12in the Federal service. Specialized experience MUST include all of the following: Planning and/or implementing climate or weather research programs related to societally relevant risk areas such as extreme temperature, coastal inundation, water resources, marine ecosystems, etc.;

Conducting strategic and programmatic planning to include developing program objectives and priorities, formulating budgets and developing operating plans; and

Communicating with stakeholders to support research and assess impacts of climate or weather-related phenomena on societally relevant risk areas such as extreme temperature, coastal inundation, water resources, marine ecosystems, etc.

Pay Range

$102,663.00 - $157,709.00
