Job Summary
A successful candidate in this position will serve as a senior program engineer/physical scientist for the W87-1 Modification Program. The position supports the W87-1 Program Federal Program manager (FPM) and the W87-1 Lead Program Engineer in establishing requirements with the DoD and for program planning, direction, and integration of activities supporting that program within the NNSA Nuclear Security Enterprise.
Major Duties
As a Physical Scientist/General Engineer you will:

Plan and execute weapon program research, design, development, pre-production, production, qualification, and certification. Conduct special studies, evaluations and briefings in the decision-making process, and undertakes other activities as assigned, such as preparation of status, progress and special technical reports, prepare and present management briefings, develop testimony and documentation for use by senior management in high level meetings.
- Integrate technical and novel requirements by isolating and defining unprecedented issues and unknown conditions, including, but not limited to, safety, security, use control, aircraft compatibility, reliability, quality, and SS-21 activities relating to the W87-1 design, development, and acquisition.
- Serve as an Integrated Product Team (IPT) lead within the W87-1 Modification Program providing integrated technical and program management oversight of multiple M&O contractor-led Product Realization Teams (PRTs)
- Provide expert guidance to design agencies, production agencies and various NNSA offices regarding program workload commitments, the allocation of funds to support all approved planned activities, and the day-to-day resolution of design and production problems.
- Interpret NNSA guidance, develops and recommends new initiatives in support of the established program objective relative to the W87-1 Modification Program which requires the application of many different and unrelated processes and methods.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTSi.e.: EN-04A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., EN-03 or GS-13. Specialized experience for this position is defined as:experience developing, managing, and directing the planning and execution of the LEP and Major Alts to meet national security requirements in accordance with NNSA Defense Programs established policies and guidance. Examples include: Experience providing expert support to programs and projects, supports the establishment of baseline program and project definitions, and provide baseline configuration management at the enterprise level for use by DP leadership.

Knowledge of the DOE, NNSA, Defense programs organizations, missions, internal operations functions, programs, policies and procedures, especially of the seven NNSA field offices and their respective sites, in order to effectively coordinate and oversee NA-19 functions to adequately and effectively perform work.
Ability to analyze risk and complex issues, interpret complex legislative and regulatory policy guidance and present recommendations and programmatic advice to the W87-1 FPM to determine the effects on the W87-1 Modification Program.
Knowledge and skill in all nuclear weapon-related recapitalization construction, sustainment and development of science and manufacturing capabilities and related activities to evaluate new alternatives, develop new concepts, and plan and evaluate long range impacts on the current and future nuclear weapons stockpile.
Ability sufficient to manage and provide program and project management knowledge and capabilities to advise W87-1 Modification program leadership and the Program Executive Officer (PEO) for LEPs the execution of cost, scope, and schedule for major system acquisitions, and to represent the NNSA’s program interests and positions in interactions with USAF and Department of Defense other agencies and corporate entities. Pay Range
$108,486.00 - $173,547.00
