Job Summary
This position is located on the Ozark-St. Francis National Forests, Public Services Staff in Russellville, Arkansas. Responsibilities include program development, operation, and evaluation in recreation, wilderness, visual and cultural resources, heritage, tribal relations, resource information management, and planning. Major Duties

- Incumbent serves as a member of the Forest Leadership Team to formulate plans, policies, and objectives for the Forest.
- Provides recommendations and information to the Forest Supervisor concerning all programs within the Forest in such areas as recreation, wilderness, visual and cultural resources, heritage, tribal relations, and resource information management.
- Reviews, evaluates, and approves overall program of work, work plans, and modification of functional program areas for which the position is responsible.
- Provides leadership for the accomplishment of work projects
- Develops and recommends policies, programs, plans, and objectives for the Forest based on needs and directives from higher authority.
- Participates with top management officials to furnish specialized information for use as a base for policy making and overall planning.

GS-101: Degree: behavioral or social science; or related disciplines appropriate to the position OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. GS-807: Degree: landscape architecture or landscape design OR Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience include: Assisted higher-level managers in the management of recreation, cultural resources, environmental coordination, wilderness, lands, minerals and/or administrative services. Assisted in the development of guidelines and regulations for planning, organizing and directing the work of a team, sufficient to supervise and lead people in accomplishing mission objectives and ensure all projects, programs and deliverables successfully meet program requirements and are carried out in the most cost-effective and efficient manner. Assisted in the preparation of short-range and long-range functional resource and fiscal plans to ensure compliance with land management planning policies and regulations. Assisted supervisor in the coordination and integration of programs and projects to meet resource objectives. For the GS-13: You must have one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience include: Provided expert technical support and facilitated an interdisciplinary approach to the development of long-range resource management action plans and short-range operating programs for recreation/wilderness/roadless management activities; Provided leadership and/or guidance in program development, operation and evaluation in recreation, wilderness, visual and cultural resources, heritage, tribal relations, planning, environmental analysis, and resource information management; Recommended schedules and set priorities to meet program goals. Formulated long-range resource management planning input and participated with planning teams in the development of long-range management plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$74,596.00 - $115,313.00
