Job Summary
This position is located on the West National Technology Support Staff in Portland Oregon a division of the Science and Technology Deputy Chief Area for NRCS. This position coordinates and provides leadership for the Western States Plant Materials Centers focusing on meeting the needs of the agency and States for advanced agriculture and restoration conservation.
Major Duties
- Serves as the primary lead point of contact and expert technical consultant for all plant materials related technology in the region.
- Develop, analyze and implement a comprehensive plant materials program throughout the region to solve complex conservation problems involving natural resources such as soil, water, air, plants and animals as well as socioeconomic and cultural issues.
- Provides direct technical leadership and policy guidance to State Conservationists, their respective staff, and the NTSC staff.
- Implements and coordinates intricate plant materials projects and technology transfer across state and regional boundaries.
- Partners with appropriate technical specialists in other disciplines to ensure all work is executed in an interdisciplinary manner.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. Basic requirements for the 401 series: Must possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. This includes courses equivalent to a major, as shown above, plus appropriate experience or additional education. (You must submit transcripts.) Basic requirements for the 457 series: Must have a Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) OR Must have a combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts) Basic requirements for the 471 series: Must possess a Bachelor's or higher degree in agronomy; or related discipline of science that included at least 30 semester hours of course work in the basic plant sciences, including at least 15 semester hours in agronomic subjects, such as those dealing with plant breeding, crop production, and soil and crop management. OR Must possess a combination of education and experience: At least 30 semester hours in the basic plant sciences, including a minimum of 15 semester hours in agronomic subjects, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-13: Must have at least one full-time year of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties: providing plant materials technical guidance and consultation to the State Conservationists and their respective staff in carrying out resource conservation programs; collaborating with multiple plant materials specialists in carrying out all pertinent functions and activities involving major land resources areas, rainfall variances, and atmospheric conditions; and providing leadership and technical guidance as a subject matter expert in the field of (soil science, agronomy, or soil conservation) on natural resource inventories. GS-14: Must have at least one full-time year of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties: providing expert plant materials technical guidance and consultation to the State Conservationists and their respective staff in carrying out resource conservation programs; overseeing the work of multiple plant materials specialists in carrying out all pertinent functions and activities involving major land resources areas, rainfall variances, and atmospheric conditions; and providing leadership and technical guidance as a subject matter expert in the field of (soil science, agronomy, or soil conservation) on natural resource inventories. Pay Range
$94,425.00 - $145,059.00
