Major Duties
The National Park Service seeks an experienced Project Manager to join a fast paced team working with some of the nation's treasured assets - roads, trails, buildings and utilities in Mount Rainier National Park. With over 1.5 million visitors a year, the work has a big impact. You will supervise a historic architect, landscape architect, and engineer, and work with park teams to complete work in a demanding landscape, and protect resources for continued public access.
The incumbent serves as the park's Project Manager, providing project management and professional advice and guidance on the planning, designing, constructing, expanding, rehabilitating and/or re-purposing of existing and/or new structures, facilities and assets. This position reports to the Chief of Facilities Operations and Maintenance and supervises an Engineer, Historical Architect, and Historical Landscape Architect. Your major duties will include:
- Collaborate with staff from all park divisions to help analyze the problems or needs of all park assets.
- Create basic project outlines and budgetary cost estimates internally and with the support of technical staff or develop and utilize contracted agreements with Architect/Engineering (A/E) services to do this.
- Assist with the development of schematic design alternatives that meet the requirements determined during pre-design.
- Participate in the design process for new facilities, modifications to existing facilities, and cyclic maintenance, repair and/or restoration of facilities. These include but not limited to: rehabilitating visitor centers, developing campsites, replacing lodging facilities, constructing employee housing, replacing water and wastewater systems and treatment facilities, relocating underground utilities, reconstructing roads, removing and replacing bridges, rebuilding trails, constructing parking and bus facilities, removing or reusing administrative structures, and restoring many acres to natural settings.
- Engage in training to acquire and continually maintain a COTR level II certification for the duration of the appointment and ensure that the credential is verified in FAITAS (or the current credential verification system).
- Key participant in the park's development of the short term and long-term strategic operations and project plan for the park.
Qualifications
All qualifications must be met by the closing date of this announcement-03/25/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience at or equivalent to the GS-11 level in the Federal service or equivalent experience in the private or public sector as a professional ENGINEER or ARCHITECT; overseeing design, preparation or review of project plans for construction or maintenance of buildings, facilities, bridges, roads or major structures. Examples of specialized experience may include, but is not limited to; performing project management of engineering work, determining specifications and scope of work of construction and facility management operations, establishing inspection requirements and performing site surveys of construction or maintenance work, providing expertise on technical engineering or architectural methods. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirements:
Basic Education Requirement for the General Engineer GS-0801 series or Civil Engineer GS-0810 series;
Successful completion of a bachelor's degree in professional engineering from a school of engineering with at least one curriculum accreditation by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

Successful completion of a bachelor's degree in professional Engineering which included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Successful completion of a combination of education and experience--college-level education, training, and/or technical experience which includes evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the test for processional registration, which is administered by the Boards of Engineering.

Successful completion of a combination of education and experience - college level education, training and/or experience which includes 60 semester hours of courses in the physical, mathematics and engineering sciences and in engineering that included the courses noted in the basic qualifications of the announcement.

Successful completion of a combination of education and experience - college level education, training and/or technical experience which includes successful completion of curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field may be accepted in lieu of a degree in engineering, provided that the applicant has had 1 year of professional engineering experience acquired under processional engineering supervision and guidance.

$84,045.00 - $109,264.00
