Job Summary

This position is located in Independence National Historical Park, in the Asset Preservation & Maintenance Division. You will be a member of an interdisciplinary team that provides professional services for preservation maintenance and capital construction. You will provide professional architectural and/or engineering project management advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities.

Major Duties

You will be required to perform the following duties:

  • Provide architectural and/or engineering expertise to manage the design, construction, and maintenance of park facilities. Conduct investigations of project sites to determine the feasibility of the proposed project, including the development of design alternatives and subsequent analysis to ensure the project complies with National Park Service policies and federal, state and local standards. Perform or contracts for professional reviews, assessments, special studies, master plans, comprehensive designs, pre/schematic designs, and final contract documents.
  • Perform, or directs the performance of in-house designs, coordinating with other technical specialists to ensure building systems and infrastructure are in compliance with applicable standards. Monitor, coordinate, review, and assess the technical adequacy of plans and specifications. Using value based decision methodology, analyze project designs and specifications for possible alterations that would reduce costs without any subsequent degradation to the quality or scope of the project.
  • Prepare construction documents (e.g. detailed plans, specifications, cost estimates, and other supporting documentation) for advertised or negotiated procurements. Serve as the Contracting Officer's Representative (COR) on various projects. During the course of these projects, ensure the contractor's performance meets the technical requirements of the procurement.
  • Participate as a member of a team to solicit, evaluate and select either professional services with Architectural/Engineering (A/E) firms for design tasks or construction contracting to construct a facility. Evaluate and recommend the work of these firms to ensure technical competency, compliance with regulations and expertise with similar work.
  • Conduct or supervise physical inventories of historic and non-historic structures, maintained landscapes, roads, trails, utilities, and other structures. Carries the primary responsibility for keeping up to date the ''as maintained" drawings for the park, gathering information from ''as constructed" drawings and actual surveys.
  • Responsible for entering project data (descriptions, justifications, cost estimates, etc.) into both the Facility Management Software System (FMSS) and the Project Management Information System (PMIS). Provide support to park management to seek regional and national funding and prioritization for a variety of fund sources. Follow National Park Service design and construction protocol. Prepare appropriate project documents throughout the project (e.g., Project Agreement, Capital Asset Plan) and facilitates required approvals (e.g., Regional Project Review, Development Advisory Board, Director's Approval) as required by the specific fund source.
  • Work with in-house maintenance crews to observe, record, and diagnose deficiencies in historic and non-historic structures. Recommend corrective actions and interim control measures, and generates cost estimates for repairs. Prepare documentation in order to meet NHPA and NEPA compliance requirements.
  • Responsible for following the Secretary of the Interior's Standards for the Treatment of Historic Properties. Ensure that all projects follow the Standards for Preservation, Rehabilitation, Restoration, and Reconstruction, as appropriate.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-03/10/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. YOU MUST MEET AT LEAST ONE OF THE FOLLOWING BASIC REQUIREMENTS: 1. Successful completion of a four-year course of study leading to a bachelor's degree or higher degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

2. Successful completion of a four year course of study leading to a Bachelor's Degree or higher degree that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

3. Possession of a current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

4. You have passed the Engineer-in-Training (EFT) examination, and in addition, you have a combination of education in the field of general engineering and professional engineering experience which totals at least four years.

5. Successful completion at least 60 semester hours of course work in the physical, mathematical and engineering sciences. This course work includes differential and integral calculus, as well as courses in at least five of the seven areas listed above. Also, you have professional general engineering experience which, when combined with your education as described above, totals at least four years.

6. You have a bachelor's or higher degree in engineering technology, chemistry, physics, architecture, computer science, mathematics, hydrology, geology, or another scientific field directly related to engineering. In addition, you have at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

7. Possession of an Architecture Degree.

8. Possession of a degree in a field related Architecture that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

9. Possession of a degree in architectural engineering, in which the completed course work in architectural engineering provided knowledge, skills and abilities equivalent to those provided above.

10. You have at least 1 year of experience in architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. In addition to the basic requirements described above, to qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes performing the following duties: contract development and construction administration working in the discipline of facilities management, architecture, or engineering.

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. You must include transcripts.

Successful completion of a combination of education and experience that together meet the qualification requirements for this position as described above. (To compute the percentage; divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: At least one year of experience (equivalent to at least the GS-11 level in the Federal Service) that includes performing the following duties: construction project development, construction project management, and technical conditions assessments working in the discipline of either general, civil, or mechanical engineering, or architecture. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$69,579.00 - $108,421.00
