Job Summary

This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), NOAA Pacific Islands Fisheries Science Center (PIFSC),Ecosystem Sciences Division (ESD) with one vacancy in Honolulu, HI.

Major Duties

As a Research Marine Biologist, you will perform the following duties:

  • Lead research projects and the long-term monitoring of populations of organisms comprising the living marine natural resources within ecosystems across the Pacific Ocean.
  • Use advanced quantitative and statistical techniques/approaches to characterize population and stock structure, biogeography, biodiversity, adaptation, and connectivity.
  • Develop statistical and conceptual models to understand complex relationships between populations, communities, and ecosystems with environmental and human drivers.
  • Serve as a Chief Scientist and lead ship- and shore-based research expeditions to examine population structure using environmental biomonitoring approaches.
  • Prepare management reports, information products, and presentations for both general and technical audiences. Routinely publish results in quality, peer-reviewed scientific journals.
  • Provide responsibility for all aspects and phases of the research work including: planning and conducting experiments; collecting analyzing and interpreting data; drawing conclusions; making recommendations for future work required.

NOTE: These duties are described at the full performance level of the ZP-4, the ZP-3 is developmental leading to such performance.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy.EDUCATION:Thisposition has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or relateddisciplines appropriate to the position.

or

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plusappropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZP-3 or GS-11level:In additionto meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09in the Federal service. Specialized experience MUST include all of the following: Assisting with planning and conducting research involving the stewardship of living marine naturalresources; and

Assisting with evaluating scientific data and utilizing statistical models to investigate ecosystemdynamics. OR

EDUCATION SUBSTITUTION:Master’s or equivalent graduate degree in a related field.

OR

Combination:A combination of related graduate level education and specialized experience as described above. NOTE: Only graduate education in excess of one year is qualifying for combination of education and experience.

To qualify at the ZP-4 or GS-13:

SPECIALIZED EXPERIENCE:In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Contributing to developing and conducting research projects involving the stewardship of livingmarine natural resources;

Supporting the development and application of statistical models to investigate ecosystem dynamics;and

Contributing to management reports and scientific journals.

Pay Range

$66,002.00 - $144,510.00
