Major Duties
You will serve as a member of project teams applying experimental design and data analysis in marine systems research supporting an ultimate goal of helping the Coast Guard improve its effectiveness and efficiency across various topics such as boarding team tools; compelling compliance; maritime law enforcement; chemical, biological, radiological, nuclear, and explosive countermeasures; unmanned vehicles, alternative energy, and Arctic capabilities. Improvements are typically made through research, development, test and evaluation. Serves as a team member to understand enabling technologies, operational environments, and tactical operations which assist decision/policymakers in documenting performance gaps and developing research programs to address those gaps. Supports development of designs, plans, and execution of experiments in response to agency needs.

- Coordinating, implementing, and evaluating segments of research programs in the assigned area of responsibility.
- Managing highly complex technical service contracts.
- Providing advisory and hands-on assistance to project leaders involved in developing/revising technical requirements for contracts.
- Assembling essential information on topics of assigned segments of research through various source materials.
- Compiling, organizing, and analyzing data/information to find solutions to advanced technology problems requiring the use of a broad range of established research methods and techniques.
- Evaluating contractor efforts and assesses technical progress.
- Maintaining liaison with engineers, scientists, and educators who are experts in related fields to maintain awareness of the latest trends and innovations in areas such as environmental science, life science, and marine science.
- Maintaining current knowledge of scientific subjects and applying specialized technical knowledge to recommend far reaching improvements to scientific evaluations, investigations, or review processes.
- Conducting expert scientific analysis and applying findings.
- Maintaining current knowledge of agency operational paradigms, technologies, maritime environments, and attendant regulations to recommend far reaching improvements.
Qualifications
Qualifications:
BASIC REQUIREMENTS:This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND
Specialized Experience: To qualify for this position, you must have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-011 level in the Federal service performing the following types of tasks on a regular and recurring basis: Applying specialized technical knowledge to recommend far reaching improvements to scientific evaluation, investigation, or review processes;
Developing, reviewing, revising statements of work (SOW), Performance Work Statements (PWS), cost estimates, evaluation approaches and information technology authorizations for technical service contracts;
Providing assistance in the planning, coordination, implementation, and evaluation of research programs.
Perform comprehensive research studies for substantive program initiatives. OR Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Pay Range
$85,680.00 - $111,389.00
