Job Summary
This is an interdisciplinary position that will be filled either as a Natural Resource Specialist, Soil Conservationist or Wildlife Biologist. The final official title will be assigned based on the qualifications of the incumbent.
Major Duties
- Serve as the supervisor of a Wetland Reserve Easement Team;
- Analyzes, identifies and implements the administrative and technical training needs of individuals within the assigned geographic region.
- Develop and implement wildlife habitat restoration, management plans and conservation practice prescription.
- Writing and processing contract support documents, contract modification, restoration and enhancement project budgets.
- Develops and maintains a close working relationship with natural resource agencies, local government officials and non profit organizations.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level and one year at the GS-09 for consideration for the GS-11). BASIC REQUIREMENT FOR 0401:Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR; Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. BASIC REQUIREMENT FOR 0457:Degree: Soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR; Combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. BASIC REQUIREMENT FOR 0486:Degree:biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and at least 9 semester hours in botany or the related plant sciences. OR Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience:To qualify for the GS-11 level:To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-09 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: providing professional leadership, training, outreach, supervision and technical guidance for Wetland Reserve and Floodplain Easement acquisition, restoration enhancement and management. Examples of this experience may include: Investigating, analyzing, or advising on natural resource problems and situations; Identifying habitat restoration, enhancement, and management techniques, criteria, or alternatives involving specific natural resources problems or issues; Ensuring natural resources, research activities, and/or program effectiveness is being met in accordance with established criteria. Substitution of education for the GS-11 level: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resources management, soil science or a closely related discipline. Specialized Experience:To qualify for the GS-12 level: To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-11 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: providing professional leadership, training, outreach, supervision and technical guidance for Wetland Reserve and Floodplain Easement acquisition, restoration enhancement and management. Examples of this experience may include: Investigating, analyzing and evaluating natural resource problems and situations; Applying new or improved habitat restoration, enhancement and management techniques, criteria, or alternatives to meet requirements involving specific natural resources problems and issues. Upgrading current capabilities involving natural resources or research activities. You will receive credit for all qualifying experience, including volunteer experience. There is no education substitution for specialized experience at the GS-12 grade level.
Pay Range
$55,204.00 - $86,021.00
