Major Duties

ADDITIONAL INFORMATION: The Research Communications Action Officer (CXO) for NGA Research will assist the Research Strategic Partnerships and Engagement Lead (SPEL) with a full range of communications and administrative responsibilities to ensure efficient and effective operation of the Research organization and ensure mission success. The CXO must be a self-motivated, detail-focused, highly capable, critical thinker to provide oversight to key coordination activities in support of both tactical and strategic communications for the Research organization. Will assist in the design and implementation of communication projects and activities of scientific and technical material that result in effective engagements with NGA Research stakeholders including NGA teammates, Intelligence Community leadership and collaborators, other federal agencies, Congress, industry, academia, the nonprofit sector, and international partners. The CXO will assist with the Strategic Partnerships and Engagement Lead (SPEL) in the following ways. * Develop key messaging and branding for scientific research material and coordinate consistent implementation across all appropriate internal and external communications media and products while adhering to journalism best practices. * Fill strategic communication requirements of NGA executive leaders, including presentation development, interview talking points, speech writing, and Congressional testimony for scientific research material. * Develop and maintain productive relationships with NGA Research technical staff and cogently articulate the value of their research projects to various audiences. * Organize outreach events and activities, including liaison to the NGA Office of Corporate Communications (OCC) to identify and develop opportunities to implement collaborative communications campaigns. * Engage with NGA OCC and other Directorate communications teams to promote awareness of joint endeavors, issues, and accomplishments in support of the NGA mission. * Work with the NGA Office of Counsel on legal, regulatory and ethics issues. * Work with NGA OCC Congressional Affairs on communications with the executive and legislative branches of government. * Manage a team consisting of government employees and contractor support to achieve defined communications and engagement goals and objectives. * Manage a team to perform quality assurance (QA) and quality control (QC) on all Research communication products, supporting and protecting the NGA and Research corporate brands by ensuring that all communication products follow Associated Press style and NGA corporate style guidelines. * Manage a team to perform QA and QC on all Research communication products, supporting and protecting security classification guidelines for scientific research material. * Anticipate the need for communications collateral and assemble and maintain a library of materials approved for release to audiences with various security clearances. * Coordinate the public release of information from NGA Research with the NGA OCC in accordance with defined procedures. * Provide timely and accurate responses to agency tasking and internal and external requests for information. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated experience successfully managing a team with strategic functions, to include: developing and maintaining internal and external relationships, compliance with policy, resource allocation, and supervision of personnel.

2. Demonstrated experience with four of the following eight areas: strategic planning, messaging strategy, corporate communications, public relations, brand development, content development, presentation development, and technical writing for scientific technical material.

3. Knowledge of current legal and public policy issues pertaining to science and technology.

4. Demonstrated experience tailoring technical communications to a variety of audiences including three of the following four: direct-reports, technical audiences, senior-level executives, and representatives of external oversight functions.

5. Demonstrated experience performing quality assurance and quality control on communication products. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Engineering, Mathematics, Physical Science, Computer Science, or a related discipline that included 24 semester hours in Engineering, Mathematics, Physical Science, and/or a related Engineering Science such as Dynamics, Electronics, Mechanics, and Properties of Materials. Such coursework includes, but is not limited to, Artificial Intelligence, Cybersecurity, Geographic Information Systems, Machine Learning, Remote Sensing, or Statistics. Although not mandatory, coursework in differential and integral calculus is preferred. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework as listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience with Heilmeier criteria and developing materials communicating Heilmeier information to a variety of audiences including technical audiences, senior-level executives, and representatives of external oversight functions.

2. Experience developing materials/content for the communication of research-oriented scientific topics.

3. Experience maintaining security classification requirements for scientific research material.

4. 2+ years of experience in personnel management.

5. 5+ years of experience with the Mandatory Qualifications.

6. 5+ years experience in a fast-paced R&D environment supporting contracts and programs of size, scope, complexity similar to those at NGA Research.

Pay Range

$102,663.00 - $157,709.00
