Major Duties
As Senior Fire Advisor the incumbent:
- Is the Senior Staff on key matters of Headquarters level management and Fire Program policy
- Provides leadership for Bureau programs relating to fire and aviation management
- Serves as the Headquarters representative for the Fire and Aviation (F&A) Directorate
- Serves as an advisor to the BLM Directors, BLM Deputy Directors, Assistant Director and Deputy Assistant Director, Fire & Aviation, other staff, and states, on program and political sensitivities, trends and budget, and special concerns of Congressional, stakeholders, national interest groups and other agencies
- Identifies and works with Department to overcome any problems and or discrepancies between BLM and the Department in reporting, communication and performance
- Evaluates proposed legislation and makes recommendations for legislative changes to support the fire management program and develops background material to support these changes
- Evaluates the effectiveness of BLM Fire and Aviation policies, procedures and standards as they relate with other BLM programs and priorities
Qualifications
Basic Qualification Requirements: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resources management, or related discipline appropriate to the position being filled. OR;
Combination of education and experience: courses equivalent to a major in biological sciences, agriculture, natural resources management, or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources. You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.

To qualify for the GS-14 grade level, 1 year of specialized experience equivalent to GS-13 is required. Examples of work experience include:performing wildfire program planning and directing long range programs and projects of national significance; working as a state/regional/national recognized consultant and expert in the field of wildland fire and aviation; managing a full range of duties involved in the development and review of fire management programs; applying, interpreting, and developing wildland fire and aviation policies, procedures and standards to diverse audiences at a variety of government levels; advising field officials on program outlooks, agency budget processes and problems at the Congressional and Departmental level; applying administrative management principles and practices, including planning, programming, and budgeting guidelines and processes within a natural resource organization.
Selective Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor will be rated not qualified: Prior on-the-line firefighting: The Department of the Interior defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types: (1) Wildfires – Unplanned ignitions or prescribed fires that are declared wildfires; and (2) Prescribed Fires – Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This experience must be documented with specific dates in the online application or resume. There is no substitution of education for specialized experience at the GS-12 and above grade levels.
Pay Range
$107,807.00 - $140,146.00
