Job Summary

You will serve as a technical consultant who provides operational guidance to Plant Protection and Quarantine (PPQ) Supervisors and Managers to coordinate operations with officials in other Federal Agencies, State Cooperators, industry, national and local law enforcement officials, and experts for impacted programs. You will consult, cooperate, and enlist the aid of Federal Agencies that have informational databases that can be used for selectivity of suspect smugglers and cargo shipments.

Major Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Collects information from a wide range of sources and prepared reports on such items as problem pathways, interdiction activities, violators, and suspect companies.
  • Processes trade and inspection alerts through the SITC National Operations Manager, SITC National Director, State Plant Health Director (SPHD), and notifications to the field.
  • Analyzes data and intelligence, and reviews data for compliance, smuggling interdiction trends, smuggling techniques and interception rates.
  • Researches and provides pathway analysis for trade compliance on various prohibited products found in interior markets.
  • Reviews and provides recommendations based on systematic evaluation and monitoring of activities for necessary changes in field operations.
  • Analyzes and evaluates data in order to identify trends in pest pathways at ports of entry.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in the Port of Entry (POE) environment, familiarity with bills of lading (BOL), containers, manifests. Use agricultural export/import databases such as: Customs and Border Protection, ACE, ATS Experience with pathway identification. Perform data extraction techniques (structured query language (SQL), COGNOS, developing queries).- Ensure record keeping is adequate and within regulation; OR Completion of a Ph.D. or 3 years of graduate-level education leading to a doctoral degree in the fields of biological sciences, agriculture, natural resource management, chemistry, or related disciplines. Equivalent combinations of education and specialized experience are qualifying for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$70,181.00 - $91,234.00
