Job Summary
This position is located within the Forest Service, International Programs. Responsibilities include planning and implementing programs of technical cooperation between the Forest Service and counterparts in the foreign country, region, or technical area of assignment. Major Duties
- Coordinates and implements programs of technical cooperation between counterparts in the Latin America and the Caribbean.
- Identifies natural resources management or social science projects; works with donors to complement program funds; and monitors and evaluates project implementation in the field.
- Supports development of sectoral strategies and assistance to missions in the design, implementation, and evaluation of activities.
- Participates in the technical review of country strategies and annual report documents.
- Supports design, implementation, and management of regional development assistance activities.
- Cultivates contact with potential sources of technical expertise.
- Maintains working relationships with International staff, private and nonprofit organization leadership both in the United States and abroad.
- Develops and manages all forms of financial mechanisms such as grants, cooperative agreements, joint ventures, contracts, and other procurement mechanisms for accomplishing program goals and objectives.
- Oversees and manages projects including preparing budgets, cost proposals, reports, and financial management documents.
- Prepare project proposals and formal correspondence to government counterparts, disaster management officials, private sector, non-governmental organizations, and academic partners in other countries.

GS-0101: Degree: behavioral or social science; or related disciplines appropriate to the position OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR Combination of education and experience with courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as all of the following: providing support in the planning, designing, and development of program/mission activities in natural resources management, socio-economic issues, or disaster management projects related to the Latin America and the Caribbean. Assisting in writing project proposals and formal correspondence to government counterparts, disaster management officials, private sector organizations, and academic partners in other countries clarify program goals and objectives related to the Latin America and the Caribbean. Developing, coordinating, and monitoring project plans and activities to ensure that targets are being met and makes needed revisions as conditions change for the Latin America and the Caribbean. For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as all of the following: developing, implementing, and planning strategies related to natural resources management, socio-economic issues, and disaster management for international programs related to the Latin America and the Caribbean. Providing technical guidance on regional issues and advises on research studies for Latin America and the Caribbean. Developing and implementing project plans and proposals, developing and monitoring budgets, and corresponding with counterparts to ensure program goals and objectives are accomplished for Latin America and the Caribbean. Preparing and analyzing program status reports and ensuring accuracy through analysis of data and revising as conditions change as it pertains to Latin America and the Caribbean. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$99,172.00 - $99,172.00
