Job Summary
This position is on the core staff of the Central National Technology Support Center (CNTSC) located in Fort Worth, Texas. The incumbent is responsible for providing technical leadership, guidance and support to states in natural resource conservation planning, agronomy and related activities. This position is supervised by the Director of the CNTSC.
Major Duties
- Provides direct technical assistance, technical leadership and guidance to NRCS offices in the service area on natural resource conservation planning, agronomy, and related technology needs.
- Collaborates with others to ensure the consistency of conservation practice standards nationwide.
- Reviews input on natural resource planning and application with state specialists to develop and improve conservation plans and implementation.
- Analyzes state training needs with respect to natural resource planning, agronomy and related activities.
- Represents the agency on national professional organization committees.
Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. Applicants must meet all qualifications and eligibility requirements by the 11/13/2019 the of the announcement.
Basic Education Requirement: A. Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts) OR B. Combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-13
Specialized Experience: Must have successfully completed at least one year of specialized experience equivalent to at least the GS-12 grade level of the Federal Service performing the following: Developing and implementing natural resource management plans; Evaluating and recommending natural resource conservation program for improvements, changes or alternate courses of action; Give presentations, develop training materials and/or information papers on natural resource management; and Utilize research findings on land and water use planning in order to resolve problems in the development of soil and water conservation programs. Pay Range
$95,253.00 - $123,826.00
