Job Summary
This position is located with the Bureau of Indian Affairs, Southern Plains Region, Pawnee Agency, Deputy Superintendent-Trust Services, Natural Resources in Pawnee, Oklahoma. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Major Duties
- Monitors farming and grazing land for lease compliance by making frequent field inspections.
- Prepare farm plan worksheets for expiring leases which include tract specific stewardship requirements.
- Utilize ArcGIS to create detailed maps and collect data to be displayed spatially.
- Directs all activities in connection with the protection, conservation, and wise utilization of Indian trust resources.
- Works with federal agencies, tribes, and other government entities to coordinate land use plans and address environmental and cultural issues.
- Serves as the Agency Environmental Coordinator and ensures the agency complies with NEPA.
Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, GS-0457, and the Individual Occupational Requirements for GS-0457, Soil Conservationist Series). BASIC REQUIREMENTS FOR ALL GRADES:
A. Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science, OR
B. Combination of education and experience - at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: GS-7: In addition to the basic requirement, I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-5 level in the Federal Service (obtained in either the public or private sector). This experience must include the following: assisting land owners with the identification and control of noxious weed infestations, making recommendations and/or application of treatments to control noxious weeds; collection and release of biologic control agents; application of chemical pesticides; application of mechanical treatments to control noxious weeds; application of sampling or monitoring techniques utilized to assess site conditions and/or risk of resource damage; OR 1 year of graduate-level education; OR superior academic achievement. GS-9: In addition to the basic requirement,I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-7 level in the Federal Service (obtained in either the public or private sector). This experience must include: providing technical guidance and assistance with soil interpretations, erosion, control, and water quality recommendation to groups and individuals with planning responsibilities; use of soil survey data, surveying methods, types of surveying instruments, and installation of various soil and water conservation practices; OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11: In addition to the basic requirement, I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-9 level in the Federal Service (obtained in either the public or private sector). This experience must include: providing technical guidance and assistance such as soil interpretations, erosion, control, and water quality recommendation to groups and individuals with planning responsibilities; communicating and sharing general information and explaining issues related to soil and water conservation issues, problems, and solutions to groups; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Pay Range
$43,251.00 - $83,210.00
