Job Summary

Preclearance and Offshore Programs (POP) manages USDA's diverse range of offshore plant and health safeguarding programs, and foreign based operations spanning more than 26 countries. As an Assistant Director for POP, you will be responsible for supporting and assisting the Director in providing leadership and management of programs and personnel, and coordinating and providing policy, technical, and procedural guidance within respective area of responsibility.

Major Duties

  • The duties may include, but are not limited to:
  • Assists with directing, coordinating, and articulating the pest risk management policies and decisions for assigned APHIS programs.
  • Independently interprets policy and gives direction to field personnel on resolving program issues.
  • Leads in the development of risk based, efficient, and cost effective program management and associated activities.
  • Represents Preclearance Program at national and international meetings concerning the development, implementation, and revision of programs operational workplans, or modifications resulting from changes in rules, regulations, and procedures.
  • Reviews and provides recommendations based on systematic evaluation and monitoring of activities and cost benefit analysis.
  • Identifies emerging scientific and trade issues, and technical requirements, for inspections, treatments, and safeguarding in preclearance and offshore programs, and works with staff to recommend and implement solutions and improvements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates. - Experience demonstrating effective program, financial, and personnel management to lead and coordinate multiple programs, projects, initiatives, and resources. (onsite and/or remotely).

- Experience in a leadership role representing an agency at national and/or international levels to establish and maintain a program, develop work plans, and conduct program evaluation and improvement processes that result in strengthened risk management and cost effective program activities.

- Experience applying long-term visioning and planning in order to initiate organizational and program change for the future, build commitment for change, and continually identifies process improvement opportunities to enhance the organization.

- Work experience with plant health or plant quarantine program activities, operations, and applicable regulations, policies, and procedures (i.e. risk management and mitigation principles, pertinent treatments, inspection, and safeguarding requirements.)

- Skill, tact and diplomacy in oral and written communication to advise, consult, and negotiate with other Federal/State officials, agencies, foreign officials and national and international industry stakeholders involving ongoing activities and plans. Writes and presents results in a clear, concise, and comprehensive manner and in a format meaningful to those in policy-making and decision-making positions. Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-14 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$121,316.00 - $157,709.00
