Job Summary

This employee supports the USDA Forest Service Forest Inventory and Analysis (FIA) Program, located at the Ogden Forestry Sciences Laboratory of the Rocky Mountain Research Station in Ogden, UT. The FIA program is charged with conducting a nationally-consistent, strategic annual forest inventory of the United States and its territories. Major Duties

  • Provide consultation, staff coordination, and technical leadership in the area of regional multi-resource forest inventories and data collection.
  • Adjust or amend vegetation data collection plans or schedules to facilitate changing conditions and requirements.
  • Evaluate new techniques for forest inventory by reviewing information obtained from sources such as trade journals, meetings, or research results.
  • Provide technical assistance to states and other key clients on to the extent and condition of timber and non-timber attributes in a specific geographic region.
  • Work with researchers and analysts to determine best data collection methods for new studies or data variables.
  • Calculate and monitor cost of a natural resource inventory program based on staffing needs, equipment, supplies, materials and travel requirements.
  • Supervision comprises 25% or more of the employee's duties.

Provide university course descriptions as necessary. Basic Requirement for Biological Sciences positions:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

--OR--

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess the experience listed below. For the GS-12 level:

At least one year specialized experience equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes the following:

--Providing technical expertise related to a multi-resource natural resource inventory program over a geographic region including researching and evaluating options, making informed decisions, and implementing or scheduling decisions;

--Building and managing natural resource data collection teams and associated collaborator networks to accomplish a variety of analysis, reporting, and outreach tasks; AND

--Prioritizing work for staff and managing staffing resources to accomplish the goals and objectives of a regional level natural resource inventory program. For the GS-13 level: At least one full year of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes the following:

--Solving all manner of problems and acting as a subject matter expert related to a multi-resource natural resource inventory program over broad geographic regions including researching and evaluating options, making informed decisions, and implementing or scheduling decisions;

--Teambuilding and collaborating with internal and external contacts on forest inventory related projects including staff, coworkers, support staff, state partners and contractors; AND

--Managing human resources related to accomplishing a regional level natural resource inventory program, planning field operations and assuring that personnel and associated logistics are in place to meet program objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must also be met by the closing date of this announcement.

Pay Range

$74,596.00 - $115,313.00
