Job Summary
This employee supports the USDA Forest Service Forest Inventory and Analysis (FIA) Program, located at the Ogden Forestry Sciences Laboratory of the Rocky Mountain Research Station in Ogden, UT. The FIA program is charged with conducting a nationally-consistent, strategic annual forest inventory of the United States and its territories. Major Duties

- Responsible for collecting and summarizing data about forest conditions, and conducting research using the data collected on public and private forested lands for a multi-state area.
- Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit?s work.
- Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees.
- Resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases.
- Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations.
- Defines the scope of technology transfer, communications, the array of outputs, and the breadth of issues that the team strives to accomplish. The incumbent provides team and program direction, vision, and strategic planning.
- facilitates internal and external networking, and participates in key local, regional, and national meetings. Also facilitates the development and publication of outreach and technical materials.
- Uses technical and analytical expertise to guide the preparation of specialized state and regional reports of forest status and extent.
- Provides expert advice and assistance to regional organizations and individuals on inventory data, analysis, and reporting. Recommends adjustments to the inventory program to ensure flexibility for changing conditions or requirements.
- Serves as an advisor on data collection strategies and research study development to assure adequate attention is given to communicating policy relevant information.

Basic Requirement for Biological Sciences positions: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. --OR- Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess the experience listed below: For the GS-12 level: At least one year specialized experience equivalent to the GS-11 grade level in the Federal service.
Specialized experience for this position includes all of the following: Using established practices and procedures to conduct quality assurance and management of large natural resource data sets; Coordinating work projects related to natural resource data across teams and summarizing complex data sets and producing materials to communicate natural resource findings to a technical audience. For the GS-13 level: At least one full year of specialized experience equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes all of the following: Using established practices and procedures related to quality assurance and analysis of large regional natural resource data sets; Coordinating work projects related to forest vegetation data across teams and organizations and summarizing complex data sets and producing materials to communicate natural resource findings to federal, state and private cooperators. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must also be met by the closing date of this announcement.
Pay Range
$76,721.00 - $108,603.00
