As a Supervisory Civil Engineer (Highway), you will:

• Provide project and program leadership and manage the stewardship of project delivery operations for the CFL. Duties require full professional knowledges of highway and bridge engineering practices to effectively monitor and manage the scope, schedule, budget and quality from the project agreement phase (initiation of project development) through completed construction programs.
• Use partnering techniques and skills required for tactful diplomacy and use of successful negotiating techniques while maintaining a sensitivity to differing points of view. Foster a team environment while encouraging and supporting diverse viewpoints. Assemble data and other supporting documentation in the preparation of reports or other responses to official inquiries.
• Establish and maintain effective working relationships which promote leadership, negotiations, cooperation and teamwork, including the ability to identify and foster new and innovative partnerships and avenues for marketing FHWA expertise.
• Formulate and establish policies, standards, guidelines, and priorities for branch operations. Develop plans for accomplishing business objectives and implementing quality initiatives to improve Branch business delivery systems and processes, improve products and services, and increase customer focus. Shares and promotes partnering concepts.
• Exercise a variety of delegated supervisory authorities to include: assuring reasonable equity (among teams) of performance standards and rating techniques and in the assessment by subordinates of the adequacy of contractor capabilities or completed work; recommending selections for subordinate positions; approving expenses comparable to within-grade increases, and employee travel; recommending awards or bonuses and changes in position classification; finding and implementing ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices; evaluating subordinate supervisors and team leaders; resolving significant issues with other CFL Branch supervisors and with high level outside parties; and making decisions on work problems presented by subordinate supervisors and team leaders.

The ideal candidate will have extensive knowledge and experience in Highway engineering and project delivery processes needed to deliver a large program of projects. The ideal candidate is successful at coordinating complex and sensitive issues with stakeholders from various federal, state, and local governmental agencies as well as with private citizens and public interest groups. The ideal candidate will possess highly effective communication, facilitation, and collaboration skills to successfully deliver highway and bridge program of projects from scoping through construction.
