Job Summary
This Program Manager serves the Northern Research Station in Falcon Heights, MN. Provides expert technical leadership and program advice in the development and implementation of the unit's research direction, science quality assurance and relevance, standards and procedures for research and core program of work direction. Major Duties

- Serves as a Program Manager, and is responsible for the development of a scientific research program and management of assigned program area(s).
- Leading an organizational unit and have considerable influence on Station policy and culture. Serves as a technical expert and coordinator in providing intellectual leadership and focus on the unit?s research.
- Provides expert technical leadership and program advice in the development and implementation of the unit?s research direction, science quality assurance and relevance, standards and procedures for research and core program of work direction.
- Assesses the impact of substantive programs and policies-including legislation, new USDA and Forest Service policy, and State and private sector policies related to forestry research and resource management-on assigned projects.
- Participates as a member of the Station?s Leadership Team in developing science resource policies and programs.
- Selects and promulgates research priorities based upon the program area(s) assigned and Station guidelines. Evaluates past research accomplishments and institutes changes as necessary.
- Meets with representatives of research institutions and agencies, Regional and Forests Staff, concerned citizens, and industrial and public interest groups to gain input into the unit?s current and future research direction.
- Monitors and evaluates the quality and effectiveness of the assigned research program. Oversees the release of research results in the form of technical and non-technical publications, talks, reports, and field demonstrations.
Qualifications

Provide course descriptions as necessary. Basic Requirements for Economist series (0110). Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience that included 24 semester hours in course work equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. Examples of appropriate experience to qualify in the Economics series include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. Basic Requirements for Biological Scientist series (0401). Successfully completed a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience with courses equivalent to a major described above, plus appropriate experience Basic Requirements for Physical Science series (1301). Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: GS- 14: At least one year of specialized experience equivalent to the GS-13 grade level in federal service. To qualify at this level, your experience must include the following: Coordinating and delivering a program of scientific research, tool development, and science delivery that addresses climate change and environmental threats at large scales to address natural range of variation, forest management, or other land uses related information needs of multiple stakeholders across large spatial scales GS- 15: At least one year of specialized experience equivalent to the GS-14 grade level in federal service. To qualify at this level, your experience must include the following: Leading and delivering a multidisciplinary, multifaceted program of scientific research, tool development, and science delivery that addresses climate change and environmental threats at large scales to address natural range of variation, forest management, or other land uses related information needs of multiple stakeholders across large spatial scales. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$112,370.00 - $132,178.00
