Job Summary

This position is that of Program Manager for the Phoenix Area Office, Office of Environmental Health and Engineering (OEHE), Division of Sanitation Facilities Construction (DSFC), Indian Health Service, located in Phoenix, Arizona. The incumbent for this position provides leadership and management of the Phoenix Area DSFC and serves as the principle Professional Engineer for the DSFC. This position reports to the Associate Area Director, Office of Environmental Health and Engineering.

Major Duties

  • Reviews and approves/modifies policies, procedures, and techniques for dealing with project participants and Federal, local, and regional officials.
  • Monitors the progress and financial status of engineering and construction projects assigned to subordinate engineers to assure adherence to timelines and funding constraints.
  • Coordinates engineering program activities with the senior program managers, Area Contracting Officer, Grants Officer, Financial Management Officer, and Personnel Officer while accomplishing program goals.
  • Implements, develops, reviews, and approves the designs, specifications, construction plans, and estimates relating to tribal water, community water fluoridation, wastewater and solid waste facilities for Indian homes, communities, municipalities, and Federal facilities.
  • Provides direct administrative and technical first line supervision.

BASIC REQUIREMENT(S):

In order to qualify for this position, you must meet the basic requirements (Education or Combination of Education and Experience) for a professional engineer. Education: Professional Engineering Degree. To be acceptable, the curriculum must:: Lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET, OR, include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a. statistics, dynamics; b. strength of materials (stress-strain relationships); c. fluid mechanics, hydraulics; d. thermodynamics; e. electrical fields and circuits; f. nature and properties of materials (relating particle and aggregate structure to properties); and g. any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: A) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. B) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. C) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirement for education. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in the education requirement above. D) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. Selective Placement Factor: Licensure In addition to meeting the Basic Requirements for this series listed above, you must meet the Licensure Requirement for this position. The following registration or license has been determined to be essential for the position. Registration or licensure as a Professional Engineer (PE) by any state, the district of Columbia, Guam or Puerto Rico. MINIMUM QUALIFICATION(S), for the GS-13 Grade Level:

In addition, to the Basic and Licensure Requirements, you must also meet on of the Minimum Qualifications stated below: Have (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Assessing American Indian engineering needs and establishing engineering priorities of an organization; Investigating, evaluating inspecting, and approving design and construction practices to promote increased efficiency and to determine compliance with plans and specifications to reduce construction costs. Provides consultation services in regards to environmental engineering and housing and community development. Preparing schedules for completion of work. OR Have (3) years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. OR equivalent doctoral degree. Education must be a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Possess a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Pay Range

$94,512.00 - $122,868.00
