The incumbent serves as the Upper Great Plains regional expert for Environmental Programs and provide guidance to staff members located throughout the region.
Major Duties
- Responsible for Environmental Programs for the region, including NEPA and environmental investigations and assessments. Ensures program compliance.
- Responsible for inspecting facilities for compliance with Federal and State environmental laws and regulations, provides information as required to partners and customers.
- Arranges for required environmental training for UGPR personnel. Represents Western in hazardous material management matters.
- Serves as the Environment Organization supervisor.

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:Experience in managing the full range of Federal environmental planning and compliance activities, as well as ensuring adherence to cultural resources preservation and protection legislation. This includes but is not limited to reviewing, interpreting, and applying Federal, state, and local environmental statutory and regulatory requirements to projects; developing and implementing procedures and local policies related to environmental planning and compliance; preparing and reviewing environmental document required under NEPA, such as Environmental Impact Statements (EIS), Environmental Assessments (EA’s), etc.; and representing the organizations position within the outside of the organization.

KSA #1 Knowledge of EPA standards, manuals, established procedures, and policy statements; other Federal and State laws, regulations, and standards sufficient to interpret; identify options; and apply guidelines to the Region's Environmental program. KSA #2 Ability to communicate orally and in writing, sufficient to present facts and recommendations in a clear, logical, and persuasive manner and to make presentations to management and others. KSA #3Ability to effectively represent Western in internal meetings or with other Federal, State, and local agencies, special interest groups, and the general public. KSA #4 Ability to provide leadership and guidance and fulfill supervisory responsibilities. "Experience" refers to paidandunpaid experience. Pay Range
$91,231.00 - $118,603.00
