Job Summary

The incumbent will serve as Chief, Environmental Division at a large garrison within the Installation Management Command (IMCOM) and senior staff consultant on all environmental program requirements. The incumbent will provide program oversight of activities related to compliance, conservation, and restoration and population prevention, and also provide program direction and coordination of environmental quality program requirements.

Major Duties

  • Manage the installation environmental program in consonance with applicable state, host nation and U.S. laws and regulations.
  • Evaluate compliance and effectiveness of program in consonance with HQDA goals and objectives; develop corrective action plans as necessary.
  • Provide staff assistance and direction to installation elements and subordinate activities. Conduct on-site evaluations of installation programs, and provide environmental management consultation.
  • Maintain awareness of current and emerging environmental regulations and policies; monitor impact on mission and operations and advise installation commander, senior mission commander and tenant leadership.
  • Represent the installation environmental program at Community Relations Advisory Council meetings, and identifies and assists in solving environmental issues of mutual concern.
  • Supervise a staff employees engaged in execution of the full-spectrum of the Army Environmental Program.
  • Make final decisions on training needs and training nominations by subordinate supervisors.
  • Initiate and approve recruitment and all other personnel actions recommended by subordinate supervisors for their employees, and recommend action on all personnel, disciplinary, award, and similar actions pertaining to subordinate supervisors.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment. If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment. ***Special Note for Military Members*** MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists]. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience which includes; 1) implementing, leading, directing or evaluating environmental programs to ensure compliance with applicable laws and regulations; 2) advising organizations or high-level management on environmental protection issues; 3) directing work processes and operations of an environmental organization in order to effectively accomplish projects; 4) and producing short-term and long term plans, policies and processes related to environmental compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Pay Range

$92,977.00 - $120,868.00
