Job Summary
As the Field Supervisor in the Reno Fish and Wildlife Office, you will be responsible for leading and implementing all programs and activities associated with Ecological Services (including Endangered Species Regulatory and Recovery Programs, Habitat Restoration, Fisheries and Conservation Partnership Programs, etc.) through the Eastern Sierra, Lake Tahoe Basin and northern Nevada portion of the Great Basin.
Major Duties
- Supervise a multi-disciplinary office directed to perform traditional functions of the Ecological Services, and also includes Fisheries, Partners and Habitat Conservation programs.
- Establish program objectives, goals, and priorities based on knowledge of natural resource issues, applicable budgetary allocations, Service strategic plans, and guidance from the Regional office.
- Lead and implement all aspects of the Service's Endangered Species Program. Oversees all aspects of the Office's administration of the Endangered Species Act, including formal and informal section 7 consultations; working with non-Federal landowners and counties in developing complex, multi-species habitat conservation plans.
- Represent the Service in dealing with numerous Federal, Tribal, state, county, and local governments and non-Federal partners, including industry and environmental groups on a variety of issues.
- Collaborate with high-level officials of local governments, Tribes, federal and state agencies, and state representatives of the Governors' Office and Legislature to advise them on Service policy and actions.
- This position is responsible for carrying out the Service's Congressionally legislated authorities, court mandated actions, Treaty and Native American Trust Responsibilities, Department of the Interior (Interior) Policies and National Goals.

BASIC QUALIFICATIONS FOR 0401 SERIES Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology. NOTE: To be found qualified under this option, you must submit transcripts (official or unofficial) to verify your education. -or- Combination of education and experience that consisted of courses equivalent to a major (24 semester hours or the number of units your school considers a major) in fields such as those shown in response A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume. ADDITIONAL QUALIFICATION REQUIREMENT FOR GS-14 In addition to meeting one of the Basic Requirements shown above, candidates must also have one full year of specialized experience that demonstrated an in-depth knowledge, skills, and abilities to manage programs designed to benefit fish and wildlife species that is comparable to the GS-13 grade level in Federal service (obtained in either the public or private sectors). Specialized experience for this position is defined as: managing a multi-disciplinary or landscape-scale natural resources program or serving as a senior expert advisor on issues, projects, or programs related to endangered species and Endangered Species Act Section 7 and 10 permitting actions; providing leadership or supervision over a team focused on the conservation of natural resources including providing technical and policy guidance to staff regarding natural resource conservation and management; consulting and negotiating effectively on complex natural resource conservation and management programs, policies, or activities; preparing written materials such as reports, briefing materials, or position papers on natural resource conservation or management programs, policies, and activities. (1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.
(3) The two year time-frame cannot be extended.
(4) Selectees will be subject to a probationary period.
(5) This authority may be used for General Schedule and Federal Wage System positions.
Pay Range
$107,807.00 - $140,146.00
