Job Summary

A successful candidate in this position will support developing and implementing a wide range of projects and/or programs associated with the nuclear security enterprise.

Major Duties

As a Supervisory General Engineer/Physical Scientist you will:

  • Serve as the Director, Office of Program Management Support (NA-182), and provide systems engineering and program/project management support that includes implementation of work breakdown structures and integrated schedules, implementation of project control approaches (including earned value), risk management, logistics management, integration management, and configuration management.

  • Manage and, as necessary, tailor implementation of systems engineering and program/project management processes within projects/programs to meet DP leadership expectations for level of rigor and achievement of program/project objectives. Exercise substantial independence and authority to incorporate lessons learned and best practices in response to changes in policies, legislation, executive orders, or appropriations; manage changes to and content of the technical support to programs based on changing program needs and/or leadership expectations. Coordinate and integrate various program/project and/or organizational segments to resolve issues and negotiate with external organizations, either within NNSA/DOE or with outside agencies and stakeholders to facilitate accomplishment of long-range strategic objectives.
  • Provide technical and administrative supervision to NA-182 staff, manage office activities, and make authoritative decisions regarding the selection, utilization, and development of assigned personnel and the resolution of work-related issues. Direct a segment of professional scientific, engineering, and other technical staff and develop work plans based on technical program support demands and external trends and events. Implement changes to the organization’s planning to meet evolving and changing goals and expectations.
  • Initiate and maintain regular and recurring contacts with high-ranking civilian or military supervisors and senior management officials in NNSA headquarter and field office staffs, or comparable personnel in other Federal agencies; contracting project officers and high-level technical staff of M&O firms; key staff of public interest groups with significant political influence or media coverage; congressional committee and subcommittee staff; local officers of trade associations, public action groups, or professional organizations; and/or high-level State and local government employees.

  • Conduct independent assessments, research, and statistical analyses at the DP level. Oversee implementation of technical and programmatic analyses and studies at the program level.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

One year of specialized experience equivalent to the next lower grade/band (NN-03 or GS-13) in the Federal service. Specialized experience for this position is defined as: experience applying advanced engineering concepts, theories, and practices to implement and assess systems engineering and project management activities in support of defense nuclear stockpile stewardship programs. Examples include: Experience implementing project management and systems engineering processes (ie work breakdown structures, interface management, configuration management, risk management, integrated schedules, earned value approaches, project data analysis) on complex projects or programs.

Experience conducting independent assessments of systems engineering activities and/or program/project management against standards and best practices. Knowledge of and skill in applying scientific and engineering principles, practices, concepts and theories of nuclear weapon design, production, testing, and certification sufficient to serve as an expert consultant and management advisor on systems engineering and program management processes and implementation and to resolve unique or novel problems, conditions, or issues.

Knowledge of systems engineering and program/project management policies, processes and practices. Ability to assess and evaluate programs, set objectives, and identify priorities and issues sufficient to develop clear, executable advice and guidance for implementation of systems engineering and program management processes; perform technical analysis, contractor performance evaluation, and interpret policies.

Ability to supervise staff.

Ability to function as a subject matter expert in system engineering and program/project management processes. Ability to communicate clearly, persuasively, and effectively both orally and in writing.

Ability to perform studies and analyses to support nuclear weapons program management. Ability to synthesize data and perform analyses using quantitative and qualitative methods and tools. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Pay Range

$108,486.00 - $165,896.00
