Job Summary

Serves as Division Chief in Mounted Systems Evaluation Directorate and is responsible to the Technical Director(s) and Director, for total mission accomplishment affecting the Division. Provides technical oversight; develops performance plans and rates employees; identifies developmental and training needs.

Major Duties

  • Supervises up to 20 personnel to include civilian employees and military personnel. Assigns work to subordinates based on priorities, difficulty and requirements of assignments and the capabilities of employees.
  • Responsible for test and evaluation planning, coordination, execution, and reporting of the integrated testing and evaluation of assigned systems.
  • Evaluates work performance of subordinates, gives advice, counsel, or instruction to employee on both work and administrative matters.
  • Responsible for the timeliness and quality of products for assigned systems, as well as responsiveness to the needs of the customer.
  • Ensures evaluation plans and reports sufficiently address effectiveness, suitability, survivability and safety.
  • Integrate developmental and operational testing to the maximum extent feasible; and ensure that test programs are tailored and integrated.

This definition of specialized experience is at the NH-03/GS-13 equivalent grade/pay band in the federal service, which prepared you to do the work in this job. Specialized experience is defined by performing the following duties: 1) Planning, analyzing, and reporting of test and evaluation programs AND 2) Providing solutions to mission critical test and evaluation problems; AND 3) Managing the projects and studies of a test and evaluation program. In addition to the above Specialized Experience, ALL candidates must possess the Basic Educational Requirement to be considered for this position. Basic Educational Requirement-General Engineer 0801 (Transcripts Required): A. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. The curriculum included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). (NOTE: You must provide college transcripts to support educational claims) OR

C. I have successfully passed the Fundamentals of Engineering (FE) Exam (formerly known as the Engineer-in-Training or EIT), or the written test required for professional registration administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. I have completed all the requirements for a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or I have completed a BET from an ABET accredited program. (NOTE: You must provide college transcripts to support educational claims and certificate of completed EIT exam) OR

D. I am registered as a Professional Engineer in the District of Columbia, Guam, Puerto Rico, or any State in the United States. The registration is based on a written examination given by the State Board. (NOTE: You must provide a copy of your professional engineering license and college transcripts to support educational claims) OR

E. I have a combination of at least four years of college level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph "A" above. Course work completed is fully acceptable toward the requirements of a professional engineering curriculum. (NOTE: You must provide college transcripts to support educational claims) OR

F. I have successfully completed a four-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology; and, I have at least one year of professional engineering experience under the guidance and supervision of a professional engineer.(NOTE: You must provide college transcripts to support educational claims as well as proof of serving under a professional engineer for one year.) OR Basic Education Requirement for Physical Scientist- 1301: A. I have a degree physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR

B. I have a combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (NOTE: You must provide college transcripts to support educational claims) OR Basic Education Requirement for Operations Research Analyst- 1515:

A. I have a bachelor's degree (or higher degree) in operations research. OR

B. I have a bachelor's degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. OR Basic Educational Requirement- Biological Science- 0401 (Transcripts Required):

A. Degree: a full four year course of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Transcripts are required) OR

B. Combination of education and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Transcripts are required) You will be evaluated on the basis of your level of competency in the following areas:
