This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located at the Government Accountability Office (GAO) building in Washington, DC. Mission: The Directorate of Civil Works is a major component of the U.S. Army Corps of Engineers and programs include water resource development activities to include flood risk management, navigation, recreation, and infrastructure and environmental stewardship and emergency response.
Major Duties
- Serves under the general direction of the Chief of Engineers and Construction Community of Practice (CoP) as the full Deputy, sharing the responsibility for planning, programming and directing the operations of the Engineers and Construction CoP.
- Serves as the Deputy Chief of Engineering and Construction Division.
- Represents the Chief at meetings with officials of various professions in discussions involving the Engineers and Construction CoP.
- As the Deputy Chief, incumbent will provide support to both the Directorate of Civil Work and Directorate of Military Programs.
- Provides leadership and strategic direction for the USACE Engineers and Construction CoP and serves as the national program leader for oversight of policy and guidance in executing the program for Civil Works and Military Construction.
- Plans and directs worldwide Engineering and Construction missions of the Civil Works program to include dam, levee, and bridge safety; Military Construction programs for the Department of the Army, Air Force, Navy and other DoD and Federal agencies.
- Provides technical services in support the Interagency and International services for Federal agencies and for foreign governments.
- Develops and implements guidance and policy for integration of technology into the engineering and construction programs.
- Develops the Division annual budget recommendations, programs and allocates resources based on organizational needs.
- Provides supervisory authority to senior technical experts and support staff with responsibility of performance and personnel management, employee development, manpower allocation, logistics and Equal Employment Opportunity.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing management, consultation, review and evaluation of Civil Works and Military engineering and construction programs and projects; planning, evaluating and implementing an environmental management plan; formulating reports, studies, analyses to produce results, recommendations and solutions; serving as the technical expert and chief advisor to ensure policies, regulations, and strategies are adhered to and implemented within Civil Works framework and at the regional and national level; providing advice on regulatory, procedural, guidelines and requirements of planning and policy programs; participating in meetings to promote acceptance of programs and management initiatives to identify and eradicate underlying issues and problems which adversely impact program operations; providing supervisory and managerial oversight for the personnel management of staff; and formulating and executing comprehensive Civil Works, military construction programs/projects and multi-interdisciplinary strategies and plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). This position requires a Professional Engineer Registration or Registered Architect. The required type of registration shall be consistent with the principle duties, responsibilities, and nature of the position. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
Pay Range
$142,701.00 - $170,800.00
