Major Duties
- Serves as Chief, Mapping and Documentation Branch as designated national technical expert, leads national team supporting USACE Dam and Levee Safety mapping and documentation for customers.
- Responsibilities include flood inundation and flood risk mapping, geographic information systems (GIS), data management, knowledge management, documentation, report development, quality management and other support and expertise.
- Develop and implement Dam Safety and Levee policy and procedures.
- Provide guidance related to mapping for Emergency Action Plans and for risk analysis assessments, Engineering and Construction (E and C) such as GIS, E and C knowledge management, and Dam Safety storage systems, dam safety reports and documentation.
- Responsible for creating reliable mapping products used to define flood prone areas under events including dam breaches, levee failures, and significant flood events under operational conditions.
- Responsible for editing, proofreading, and improving USACE reports on the topic of dam and levee risk assessment. Follow a content strategy aimed at the Dam and Levee Safety programs? long-term and short-term objectives.
- Coordinate with District program and project managers to identify scope, schedule, and costs for requested assistance.
- Serves as a Kansas City District Risk Management subject matter expert (SME).
- Participate within a National Risk Cadre developing new risk informed decision making (RIDM) policy, procedures, matrix, and training materials.

Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Cartographer: A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Experience with GIS software configurations, databases, mapping products, mapping standards, inundation reports, and databases, and writing all technical reports pertaining to phases of the assigned projects for completing the dam safety and levee safety programs' missions. 2) Interpret policy; determine approach and methodology for achieving program implementation, execution, and compliance; and develops and recommends program policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. Pay Range
$108,904.00 - $141,573.00
