Job Summary

This position is located at the Office of Construction and Facilities Management worksite in Calverton, NY.

Major Duties

The Senior Resident Engineer (SRE) is the on-the-ground team lead for a construction project, typically stationed on site though in some cases manages remotely with regular and recurring site visits. The construction contracts are mostly Design-Bid-Build or Design-Build though there are cases where other contract types could be utilized for construction delivery. Construction and Facilities Management (CFM) is always the owner of the construction project and serves as Construct Agent for most projects, however, CFM does partner with various Non-Department Federal Entity to serve as Construction Agent within both the Leasing and Major construction programs, when required or in the best interest of DVA.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications

The Supervisory Engineering (SRE) serves as VA's official Contracting Officer's Representative (COR) and must possess (upon assignment or be able to obtain within 12 months of assignment) a Contracting Officer's Warrant and Federal Acquisition Certification-Contracting (FAC-C) to issue contract modifications that impact the overall cost and schedule of the project. To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 04/13/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience as a senior resident engineer over a major renovation, modernization or new construction project involving two or more types of medical facilities; experience as a supervisor for a team of matrix of engineering and architectural specialties; experience in contract administration for Federal major construction projects; experience in primary responsibilities to explain, plan, coordinate, defend justify or negotiate difficulties of interpretation of construction contract documents; experience in developing written responses to inquire requests for technical and administrative subjects and communicating job progress through verbal and writing means. AND Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Degree: Architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. Physical Requirements: The work is basically sedentary but will require some travel. Selected applicants will be required to complete an online onboarding process.

Pay Range

$124,571.00 - $161,939.00
