Job Summary
You will serve as a SUPERVISORY INTERDISCIPLINARY NATURAL RESOURCES SPECIALIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the PUBLIC WORKS DEPARTMENT of NAVAL FAC ENGINEERING CMD WASH.
Major Duties
- You will negotiate conditions for new permits, permit renewal, and payment of permit fees to ensure quality assurance review of permit reporting requirements.
- You will create and manage project tasks to ensure quality products are prepared and delivered on schedule.
- You will develop annual or multi-year work plans for environmental compliance and pollution prevention projects.
- You will influence individuals or groups outside the agency to adopt or comply with environmental protection or improvement standards, practices, or procedures.
- You will explain or justify decisions, conclusions, findings, or recommendations to convince an audience of their soundness.
Qualifications
For the Environmental Engineer, GS-0819, this position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing or assisting in the management of installation and/or regional multi-media environmental compliance programs and projects for areas such as water, wastewater, air, storage tank, hazardous waste, natural resources, cultural resources, and installation restoration; 2) Providing subject matter expert-level advice, guidance, and assistance on all aspects of federal, state, and local environmental and natural resources laws and regulations, including reviewing proposed laws or regulations to determine their potential impacts to a command's mission/operations; 3) Representing an installation, organization, or command before public bodies, executives, officials, managers, professionals, employees of other agencies, state legislators and staff, representatives of Federal, state, and local regulatory agencies, as a negotiator, communicator of policy, and stewardship initiatives, etc. Additional qualification information can be found from the following Office of Personnel Management website:

Pay Range
$102,663.00 - $133,465.00
