Job Summary

This position is located in the Center for Food Safety and Applied Nutrition which is responsible for promoting and protecting the public's health by ensuring that the nation's food supply is safe, sanitary, wholesome, and honestly labeled, and that cosmetic products are safe and properly labeled.

Major Duties

  • Provides broad and specific scientific knowledge and experience in their area of expertise as well as in the areas of expertise of the multidisciplinary staff .
  • Provides authoritative advice and assessments of the impact of the actual and proposed actions on the program segment(s), functions and activities of the Branch.
  • Develops and maintains adequate tracking systems for all areas of work within the Branch such that all documents and project status updates are available for office and Center management needs.
  • Prepares written and oral briefings on issues related to both routine and the most controversial cosmetic issues.
  • Drafts regulations for benefit of cosmetics Div. Director, Director of OCAC, Director of CFSAN, Commissioner of FDA, Asst. Secretary for Health, Secretary of HHS, or use by those officials in their response/testimony to Congress or state officials.
  • Identifies scientific and regulatory issues that must be addressed, and proposes solutions to these scientific and regulatory problems, justifying the proposed solutions in written and oral briefings for senior management.
  • Leads the Branch in identifying scientific problems and solutions, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.

Qualifications

The position of Supervisory Interdisciplinary Scientist falls under the 0401/0403/0405/0415/1320 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 02/27/2020. In order to qualify for this Interdisciplinary Scientist, GS-0401/0403/0405/0415/1320, at the GS-15 level, you must meet the following: General Natural Resources Management and Biological Sciences Series, 0401

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Microbiology Series, 0403

A. Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR B. Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. Pharmacology Series, 0405

Degree: major in an appropriate biological, medical, veterinary, or physical science, or in pharmacy that included at least 30 semester hours in chemistry and physiology and 12 semester hours in pharmacology. Toxicology Series, 0415

Degree: toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology. Chemistry Series, 1320

A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience - course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. AND Specialized Experience for GS-15

Applicants must possess one (1) full year of specialized experience equivalent to the GS-14 grade level in the Federal service. Analyzing and evaluating complex scientific data to recommend improvements to cosmetic safety policies, regulations and guidelines; AND Providing leadership and strategic direction on cosmetic safety issues to multidisciplinary scientific staff; AND Demonstrating scientific research and/or regulatory compliance and enforcement activities In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.
