Job Summary

This position is located in the Food and Drug Administration, National Center for Toxicological Research, Division of Systems Biology, Jefferson, Arkansas.

Major Duties

  • Perform the full range of administrative duties required to manage and supervise a diverse staff of professional research scientist with expertise in areas including, but not limited to biology, chemistry, pharmacology, and/or toxicology.
  • Participate in the development of intermediate and long-range research plans and goals, evaluate specific research proposals, and conduct employee appraisals.
  • Approve multiyear and longer range research plans developed by the supervisors or managers of subordinate organizational units and subsequently manager the overall work to enhance achievement of the Division?s research goals and objectives.
  • Directs a multi-million-dollar scientific research program for NCTR.
  • Exercise significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
  • Present work at national and international scientific meetings, and interacts with and/or participates in appropriate professional organizations.
  • Identify budget and facility needs, and critique manuscripts and abstracts.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Publish in peer reviewed journals.

Qualifications

The position of Supervisory Interdisciplinary Scientist (Biology/ Pharmacology/Toxicology) falls under the 0401/0405/0415 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 04/10/2020. In addition to meeting Time In Grade, applicants must posses one of the Basic Requirements AND Specialized Experience as follows: BASIC REQUIREMENT: SUPERVISORY BIOLOGIST (GS-0401)

A. Have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Transcripts are required at time of application) OR

B. Have a combination of education and experience -- courses equivalent to a major as shown in "A" above, plus appropriate experience or additional education. (Transcripts are required at time of application) SUPERVISORY PHARMACOLOGIST (GS-0405):

Have a degree in a major in an appropriate biological, medical, veterinary, or physical science, or in pharmacy that included at least 30 semester hours in chemistry and physiology and 12 semester hours in pharmacology.

Have a degree in toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.

(Transcripts are required at time of application) In addition to meeting one of the Basic Requirements stated above, applicant must also possess the following: SPECIALIZED EXPERIENCE: Have one year of specialized experience, equivalent to the next lower grade of GS-14 or equivalent band level of responsibility in the Federal service managing/providing leadership direction to a staff in the areas of administrative, technical, and/or human resources. Experience providing technical guidance, advice, developing, recommending, and implementing activities, operational policies and procedures as it relates to scientific research in the areas of biology, pharmacology and/or toxicology. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Pay Range

$126,810.00 - $164,858.00
