Major Duties

The Pacific Outer Continental Shelf (OCS) California Office is responsible for administering the programs of the Bureau of Ocean Energy Management (BOEM) for Federal waters offshore California, Oregon, Washington and Hawaii, including the management and implementation of the provisions of OCS Lands Act and the Energy Policy Act related to leasing, exploration, development and production of OCS oil, gas, renewable energy and marine mineral resources The Region's Office of Environment is responsible for providing access, as appropriate, to offshore energy and marine mineral resources, and for overseeing the environmentally sound development of these resources. This includes coordinating the review and analysis of offshore energy and marine mineral lease proposals; administering lease adjudication and management functions; conducting environmental reviews, analyses and consultations for proposed activities; and planning and managing the Region's Environmental Studies Program (ESP).

The incumbent serves as the Chief, Environmental Analysis Section in the Office of Environment, reporting to the Regional Supervisor, and provides management, policy guidance, direction, and program oversight for the Environmental Analysis Program in the California Office.

GS-14: $ 123,111 - $ 160,041

*First time hires to the federal government typically start at the beginning salary in the range for their respective grade.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for situational and emergency telework only with supervisory approval.

Major duties include, but are not limited to, the following:

  1. Lead a staff of project coordinators and subject matter experts in a range of biological and physical sciences.
  2. Serve as Pacific Office expert on matters related to federal environmental regulatory and consultation processes, such as National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, and Coastal Zone Management Act, particularly with regard to the marine environment.
  3. Participate in governmental and non-governmental task forces, working groups, conferences, and similar venues.
  4. Prepare reports and briefing materials on a range of topics - including ongoing or proposed projects and the positions of interested stakeholders - for consideration by Pacific Office, BOEM, or Department of Interior decision makers.
  5. Maintain productive working relationships with colleagues and with similarly-situated counterparts in other government agencies who regularly interact with BOEM.
  6. Provide input into the development of the Pacific Office annual environmental studies plan in order to ensure studies meet the needs of the Environmental Analysis Section.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

Basic Educational Requirements (Supervisory Social Scientist-0101):

A. Degree: behavioral or social science; or related disciplines appropriate to the position.

-OR-

B. Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

-OR-

C. Four years of appropriate experience -- that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Educational Requirements (Supervisory Biologist-0401):

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

-OR-

B. Combination of education and experience: Appropriate combination of education and experience that is equivalent to a major, as shown in “A” above, plus appropriate experience or additional education. Basic Educational Requirements (Supervisory Physical Scientist-1301):

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

-OR- B.Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Additional Qualifications (Specialized Experience)

To qualify at the GS-14 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-13 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

Specialized experience is defined as demonstrated experience: Taking a lead role in the management of environmental analysis projects under the National Environmental Policy Act, including setting schedules, estimating budgets, and tracking milestones;

Preparing professional documents related to environmental issues, policy, and studies; and

Planning, executing, and delivering professional briefings and presentations related to environmental issues, policy, and studies. It is preferable, but not required, that this specialized experience is related to the marine environment.

Must meet all three.
