Major Duties

  • Maintain liaison with legal team on legal aspects of environmental documents and interpretation of pending and enacted state-federal environmental law.
  • Advise units about environment policy, standards, guidelines and information from administrative reviews and litigation decisions.
  • Provide management direction/leadership for formulating policy, standards, and technical guidelines for environmental analysis and documentation.
  • Direct ad hoc team reviews of selected projects, programs, and policies as part of quality assurance.
  • Ensure appropriate involvement of the legal team and staff units in a variety of review activities.
  • Monitor overall multiple units? environmental coordination program.
  • Direct the reviews of multiple units? environmental documents.
  • Represent units on environmental matters with federal and state agencies.
  • Consult with management about the interpretation of the National Environmental Policy Act (NEPA), Council of Environmental Quality (CEQ) and other environmental act and policy regulations.
  • Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit?s work.
  • Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.
  • Perform administrative and human resources management functions for the unit such as providing advice, counsel or instruction on both administrative and work matters.

Qualifications

Basic Requirement: Social Scientist Series, GS-0101 Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirement: Biological Scientist Series, GS-0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-13: One year of specialized experience equivalent to the GS-12 grade level. Examples include: Served as the senior planner for an interdisciplinary team in the development, protection, conservation, and utilization of natural resources impacted by land management planning activities; Developed alternative strategies within existing land management and economic guidelines, models and regulations; Provided technical assistance in environmental analyses and reviewed environmental documents to ensure adequacy; Coordinated public review and input into analyses and land management plans; Reviewed long and short-range land/resource management plans to ensure they were consistent with program emphasis and strategies and provided recommended changes to such plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$100,027.00 - $130,039.00
