The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory civilian employees assigned to 23 Weather Squadron.

Major Duties

  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Plans, organizes, and directs the activities of 23d Weather Squadron (23 WS) ensuring that the Systems and Training Flight complies with legal and regulatory requirements and meets customer needs.
  • Represents the 23 WS with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 23 Air Force and MAJ COM A-Staff, as well as USSOCOM and USASOC.
  • Maintains COMSEC/OPSEC requirements to ensure that no classified information is released to unauthorized personnel, and that classified information is properly protected.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1340 Meteorology Series. Basic Requirement for GS-1340 Positions:Degree: meteorology, atmospheric science, or other natural science major that included: At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: Six semester hours of atmospheric dynamics and thermodynamics;* Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); Three semester hours of physical meteorology; and Two semester hours of remote sensing of the atmosphere and/or instrumentation. Six semester hours of physics, with at least one course that includes laboratory sessions.* Three semester hours of ordinary differential equations.* At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major. OR

Combination of education and experience -- course work as shown above, plus appropriate experience or additional education. NOTE: You must submit copies of transcripts. AND

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with a particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically related in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-11 grade level or equivalent under other pay systems in the Federal Service. Examples of creditable specialized experience includes analyzing terrestrial and space weather data; applying in-depth meteorological knowledge and weather operations experience; consolidating relevant reviews of current meteorological literature on advanced observing / forecasting techniques; investigating emerging technologies related to numerical weather prediction, satellite, and remote sensing; leading or participating in evaluation, development and fielding of new mathematical, statistical, and computation methodology; providing technical expertise in meteorological instrumentation, weather observing, weather and hydrological forecasting, and environmental modeling. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of mission essential skill sets and core capabilities. Ability to effectively communicate in writing; this includes the writing of status reports, performance reports, award packages, technical papers for conferences and publications, and technical training materiel.

2. Knowledge of safety and security regulations, practices, and procedures. Ability to establish and maintain good working relations. In addition to various offices, this includes working with units in supporting multi-lateral and joint exercise and deployments. Ability to function as Director of Operations (DO) in the absence of DO.

3. Knowledge of weather equipment and systems and how they are applied to the training environment. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.

4. Professional knowledge of synoptic, mesoscale, sub-mesoscale, and tropical meteorology, as well as weather analysis and forecasting.

5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

6. Ability to give oral presentations; this includes presentations at conferences, workshops, interagency staff meetings, and internal meetings PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$74,596.00 - $96,978.00
