The primary purpose of this position is to serve as Staff Meteorologist for the North American Aerospace Defense Command (NORAD), responsible for advising the NORAD Commander on all issues involving meteorology, oceanography, and space weather, and other environmental/geophysical phenomena (METOC).
Major Duties
- Serves as the command subject matter expert. Performs a broad range of METOC projects entailing unique problem solving, creativity, innovative use of techniques, advanced approaches, and/or new technologies.
- Establishes METOC standards for NORAD and implements a sensing and collection strategy for METOC data management within NORAD area of operations.
- Ensures full METOC support is provided to US and binational military forces during military exercises, contingencies, and war.
- Performs supervisory duties as Branch Chief of the N/J3 Operations Support Branch. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates.
Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, (Professional and Scientific), to include the Individual Occupational Requirements (IOR) for the GS-1340, Meteorologist (Meteorology Series). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in meteorology, atmospheric science, or other natural science major that included:
1) at least 24 semester (36 quarter) hours in meteorology/atmospheric science including a minimum of: a) 6 semester hours of atmospheric dynamics and thermodynamics*; b) 6 semester hours of analysis and prediction of weather systems (synoptic/mesoscale); c) 3 semester hours of physical meteorology; and d) 2 semester hours of remote sensing of the atmosphere and/or instrumentation;
2) 6 semester hours of physics, with at least one course that includes laboratory sessions*;
3) 3 semester hours of ordinary differential equations*;
4) at least 9 semester hours for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations must be appropriate for a physical science major. In addition to meeting the basic requirements above, to qualify for this position you must also meet the specialized experience requirements listed below. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the field of meteorology sufficient to apply to new developments, technologies, and concepts of support to worldwide military operations. Sufficient knowledge of meteorology, oceanography, and space weather components, doctrine and understanding of military operations to develop or change policies for command-wide meteorology, oceanography, and space weather operations that impact multiple programs FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Joint METOC planning, concepts, principles, and practices, and extensive familiarity with broad range of military meteorological operations, including at least three years of experience and expertise in meteorological, oceanographic and space environmental effects on military operations. Knowledge of DoD METOC policy and doctrine; expert skill in negotiation and/or defense of controversial inter- command or inter-service METOC support issues within DoD and interagency issues throughout federal government (i.e., DoC, FEMA, HLS, etc..). Ability to lead study teams and originate new ideas, projects, and methodologies. Skill in working METOC issues across the Joint military spectrum. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations. Knowledge of architecture (ITWAA) and METOC communication architecture. Knowledge of core Command mission sets of aerospace warning, aerospace control and maritime warning. Knowledge with DOD, OPM and DAF civilian pay, performance evaluation and EEO standards, processes and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$92,670.00 - $120,475.00
