Job Summary
This position is located on the Rocky Mountain Region, Regional Office in Lakewood, CO. Serves as the Assistant Director within State & Private Forestry and Tribal Relations managing the Region's Forest Health Protection Program, including the prevention, detection, evaluation, monitoring and management of native and non-native forest insects and diseases. Major Duties
- Provide leadership on formulating Regional policy, standards, procedures, direction, budget, and coordination and integration of programs and activities.
- Serves as the principal Forest Health Protection program contact for members of other Federal and State land management agencies, news media, user groups, local and national elected officials, and others.
- Collaborate with partners and others on Federal, State, Tribal and private lands with an emphasis on integrated resource management.
- Provide interpretation, direction, and oversight to grants/agreements and other instruments that are used to deliver forestry-assistance programs.
- Interpret and implement policies, objectives, standards, programs, plans, and procedures associated with the overall management of assigned resources.

- Integrate with other program areas to provide expert professional assistance to State forestry agencies, national forests, and others in development of natural resource programs.
- Facilitate collaboration between National Forest Systems, Forest Health Protection Service Centers, Regional Office and Washington Office.
- Participate in national, regional, and state meetings of conservation and natural resource groups to discuss and explain USDA Forest Service policy, objectives, plans, and programs.
- Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit's work.
- Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as, provided supporting counsel to higher organizational levels concerning regional natural resource program issues and their current and anticipated effects. Exercised supporting program responsibilities that included regional program development, planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities. Developed and sustained relationships with external partners, members of the public, agencies, and/or tribal governments, to anticipate and resolve natural resource management conflicts and issues. Developed or administered grants and/or agreements instruments. Developed and leveraged partner resources for shared missions. Assessed and managed safety risks. Supervised subordinates in remote or virtual locations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$118,202.00 - $153,659.00
