Job Summary
These positions are located in the R9 Regional Office, duty location of Milwaukee, WI. Two positions will be filled. One Assistant Director (AD) will be focused on the Regional Vegetation Management program, providing oversight to the timber, silviculture, and vegetation management programs. The second Assistant Director(AD) position will be focused on the Regional Biological Resource program areas, providing oversight for fisheries, wildlife, botany and rare plants, ecology/range.
Major Duties
- Act as principal advisor to the Director of Renewable Resources for a broad range of Renewable Resources programs including such resources as silviculture, fisheries, wildlife, rare plants, botany, ecology, vegetation management, timber, and range.
- Formulate Regional policy, standards, procedures, and direction to coordinate and integrate programs and activities.
- Provide support and advice to the Director of Renewable Resources in formulating Regional policies, objectives, and standards for assigned programs.
- Develop long and short-range plans to achieve goals and objectives that ensure program and technical directives are consistent with governing laws, regulations, and policy.
- Ensure policies, principles, and programs directed are coordinated with other resource areas to achieve cohesive integrated program delivery.
- Prepare detailed reports informing the Director of Renewable Resources and staff of field performance and alternative means for improving management effectiveness and program delivery.
- Thorough knowledge of environmental, economic, and social conditions and situations affecting forestry programs to analyze the environmental and social impact of resource decisions.
- Participate with other Federal and State agencies, associations, industry and professional societies to explain Forest Service objectives, policies, and program participation.
- Maintain liaison with National Forests, other Regional Directors or Assistant Directors to learn of new developments affecting renewable resource programs.
- Facilitate technology transfer through pilot projects, demonstrations, exhibits, publications, training programs, workshops, and personal contacts.
- Provide technical and administrative supervision to employees in a variety of professional and non-professional occupations.
- Provide leadership, allocate resources, and implement activities to accomplish Forest Service multicultural organization direction, and Equal Opportunity and Civil Rights requirements, goals, policies, and objectives.

OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Provided technical expertise for a range of natural resource program areas, such as silviculture, fisheries, wildlife, rare plants, botany, ecology, vegetation management, timber, and range; Conducted detailed analyses and evaluation of management issues and legislative proposals affecting program areas; Recommended the adoption and application of new methods, techniques, and research to resolve issues affecting renewable resource program areas; Provided leadership and coordination for integrated renewable resource programs and activities; Managed a complex land management program, including project planning, programming, and budgeting sufficient to develop responses and strategies; Planned and administered program activities, having in-depth knowledge of agency policies, procedures, and requirements regarding the management of natural resource program areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$112,465.00 - $146,202.00
