Job Summary

This position is located in the Pacific Northwest Regional Office, Natural Resources Staff Group, Portland, OR. The incumbent serves as the Assistant Director for Vegetation Management and Forest Products providing leadership and technical expertise in timber management planning, integrated vegetation management, inventory, silviculture, ecology, native plants, genetics and forest products programs. Major Duties

  • Serves as the principal adviser to the Director of Natural Resources for a broad range of Natural Resource programs.
  • Provides support and advice in formulating regional policies, objectives and standards for assigned programs; developing long and short range plans to achieve these goals and objectives.
  • Ensures program and technical directives are consistent with laws, regulations and policy.
  • Maintains liaison with National Forests and other Regional director areas to learn of new developments affecting natural resource programs.
  • Performs budget planning, execution and monitoring.
  • Provides technical and administrative supervision (25% or more of the time) to employees in a variety of professional and non-professional occupations.

GS-0401:

Degree - full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;

- OR -

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:

For the GS-14: One year specialized experience equivalent to the GS-13 level in the Federal Government. Specialized experience is defined as some of the following: Provided technical expertise for a range of natural resource program areas, such as timber management planning, integrated vegetation management, inventory, silviculture, ecology, native plants, genetics and forest products programs; Conducted detailed analyses and evaluation of management issues and legislative proposals affecting program areas; Recommended the adoption and application of new methods, techniques, and research to resolve issues affecting natural resource program areas; Provided leadership and coordination for natural resource programs and activities; Managed a complex land management program, including project planning, programming, and budgeting sufficient to develop responses and strategies; Planned and administered program activities, having in-depth knowledge of agency policies, procedures, and requirements regarding the management of natural resource program areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$115,050.00 - $149,562.00
