Job Summary
This position is located in Region 1 on the Bitterroot National Forest in Darby, Montana. The primary purpose of this position is the planning and implementation of a recreation resource program including recreation uses, wilderness, off-highway vehicle (OHV), developed sites, and dispersed recreation. Major Duties
- Provide professional advice/assistance to management in the planning, coordination and development of assigned programs, i.e. - oversight of programs such as Forest Off Highway Vehicle; the Forest Fee Demonstration and Campground Concessionaire.
- Administer resource inventory and program measurement and accountability processes, including Real Property Inventories; and integration of Recreation program goals and objectives into the overall program of Forest resource management activity.
- Serve as the program manager for natural resource programs, responsible for providing technical leadership in natural resources management
- Review new projects or proposed revisions of existing plans and coordinates action on approved projects.
- Serve as a member or leader of an interdisciplinary team, developing complex plans, proposals, or strategies for natural resource management, recognizing problems that may develop and recommend remedial action.
- Develop and coordinate with the Forest Staff Officer the long-range schedules, staffing needs, budget proposals, and programs of work.
- Evaluate complex recreation proposals, grants, future planning, coordinating with all stakeholders regarding proposals for funding.
- Coordinate the monitoring and evaluation of recreation programs to ensure compliance with established methods and procedures.
- Review, monitor, maintain and coordinate Forest level use of inventory, management, and database systems such as INFRA/I-Web for distributing recreation, trail, and wilderness funds to Districts.
- Work to improve use counts and other monitoring on the Forest for use in environmental analyses and development of budgets, programs, and priorities.
- Coordinate and administer targets/ accomplishment reporting at the Forest level for the recreation, trails, wilderness, wild and scenic rivers, grants, and off-highway vehicle programs.
- Coordinate Forest-wide planning for construction, maintenance and decommissioning of recreation facilities, including campgrounds, picnic areas, VIS sites, boating facilities, winter sport venues, and the Forest trail system.
- Work to establish priorities and develops out year plans for the programs in order to schedule project planning, design, and construction.
- Coordinate landscape architecture and design services for a variety of special projects including recreation and administration site planning and design, preparation of planting plans, irrigation plans, and construction specifications.
- Coordinate the Forest accessibility program, and ensures that all new recreation facilities are in conformity to federal accessibility standards.
- Actively pursue special grants and cooperative project dollars to enhance appropriated funds received for budget.
- Develop participating agreements, challenge cost share agreements, and other formal partnerships as necessary and serves as the Project Manager in the administration of these grants and agreements.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.
OR
Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as most of the following: developing long-range action plans and short-range operating plans for a natural resources program; drafting policy, technical guides, standards, and methods for recreation management for use by subordinate staff; preparing detailed environmental analysis reports and evaluated statements; and coordinating with other natural resource disciplines ensuring program requirements are included in the project planning and execution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$74,596.00 - $96,978.00
