Job Summary

Two positions are available within the Operations and Readiness Division, Huntington District Corps of Engineers in Van Lear, KY and Shelbiana, KY. You will support the Operations Area Manager who makes assignments in the form of general outline of program objectives and written policies. You will independently plan, schedule, assign, and review the work of the assigned employees in the construction, operations, maintenance, and overall management of the assigned areas.

Major Duties

  • Determines and approves short and long-range objectives that serve as the principal framework for determining budget and personnel requirements for the lake.
  • Oversees the conservation, preservation, restoration, and use of all lake natural resources. Develops guidelines, standards, and procedures for analyzing public needs, demands, site carrying capacities, and resource capabilities
  • Monitors and evaluates recreation trends and developments for planning future facilities, methods of work, and programs. Coordinates overall development and maintains land and natural resources management plans.
  • Consults with and advises subordinates regarding their role in the conservation of natural resources.
  • Supervises and/or provides oversight to the project volunteer program, often integrating their work efforts with those of paid staff, contractors or other volunteer groups.
  • Ensures that a viable, ongoing Safety Program is carried out for Corps employees, contractor employees, and the visiting public throughout the area.
  • Provides expertise in the management of a major water resource development lake as it pertains to the dam and appurtenant structures in conjunction with daily duties.
  • Responsible for the preparation, justification, and support of budgets, obligation and expenditure schedules and spreadsheets
  • Provides estimates for personnel, equipment, materials, and supplies required to carry out an efficient operation and maintenance program for the project.
  • Ensures that all expenditures are within an approved budget and a part of the current program. Sets project priorities for funding of major purchases and construction of new facilities and facility improvements.
  • Serves as an approving official, contracting officer's representative, news media spokesperson, and emergency response coordinator.

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11

Specialized Experience: One year of specialized experience which includes biological practices, principles and techniques related to administering, planning and implementing environmental, recreational and natural resource management activities at a water resources project. Should have knowledge and experience with natural resource management related laws, policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12:Specialized Experience: One year of specialized experience which includes experience performing park administration, planning, and management; establishing natural resources policy; measuring and predicting use and demand of public parks and recreation areas; budgetary experience such as formulation and review; creating long range administrative operating plans for a public park or recreation area; collaborating with internal and external customers and community members on public outreach for programs; planning, developing, and creating and implementing natural resources management programs such as Visitor Assistance, Safety, Volunteer Programs, etc.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. To be referred, applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.

GS-11: 52 weeks at the GS-9 level.

GS-12: 52 weeks at the GS-11 level.

Pay Range

$62,236.00 - $96,978.00
