Major Duties

The incumbent serves as the Assistant Field Manager (AFM) for the Division of Resources and within the Billings Field Office (BiFO). The Division of Resources is responsible for interpreting laws, regulations, and program guidelines to allow for the proper administration of the land and realty, wilderness, range, endangered species, botany, NEPA, wildlife habitat, woodland products, outdoor recreation, archeological and paleontological, road construction/maintenance, environmental, and public land management programs. The incumbent is responsible for performing a variety of duties including, but not limited to, the following:

- Serving as a first level supervisor for the Division of the Resources staff, providing leadership and supervision to approximately 10 employees.
- Providing leadership and promoting teamwork within the field office and developing goals and objectives that integrate the resources programs with other BFO program priorities.
- Working closely with the Field Manager, Monument Manager, and other staff on the management of energy and mineral development, and with District Fire and Support Services to carry out the management of Resources programs.
- Providing input into the Field Office budget planning process to ensure the needs of all programs supervised by this position are fully considered in the annual work plan (AWP) submissions.
- Developing long-range objectives and establishing guidance and direction to ensure mission accomplishment.
- Providing input to the preparation, implementation and conformance to land-use plans and interdisciplinary plans.
- Planning, scheduling, assigning and prioritizing work in a manner which promotes efficiency in the utilization of labor and operational resources.
- Providing general direction, setting performance standards, and implementing provisions of personnel management programs.
- Informing workforce about program policy and procedures.

Qualifications

Basic Education Requirements:This position has a positive education requirement. Applicants must meet one of the following basic education requirements: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

Combination of education and experience: courses equivalent to a major, as shown in (1) above, plus appropriate experience or additional education.Specialized Experience:In addition to meeting the Basic Education Requirements described above, applicants must have one year of specialized experience equivalent to the GS-11 grade level. At this level, work requires independent judgment and action/decision-making, and an intimate grasp of the subject matter. Examples of this experience include monitoring and maintaining wildlife habitat; outdoor recreation sites; archeological and paleontological resources; fire suppression resources; natural resource conservation plans; and lands and realty operations. Specialized Experience:In addition to meeting the Basic Education Requirements described above, applicants must have one year of specialized experience equivalent to the GS-11 grade level. At this level, work requires independent judgment and action/decision-making, and an intimate grasp of the subject matter. Examples of this experience include monitoring and maintaining wildlife habitat; outdoor recreation sites; archeological and paleontological resources; natural resource conservation plans; and lands and realty operations.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Pay Range

$76,721.00 - $99,741.00
