Job Summary

This position serves as Senior Physical Scientist with the responsibility for overseeing the laboratory operations of the Blue Grass Chemical Activity (BGCA) toxic chemical laboratory (TCL). Incumbent has full responsibility for technical expertise and laboratory performance management required to carry out a wide range of duties related to the Depot Area Air Monitoring Systems (DAAMS) Monitoring and Analysis Program at the BGCA.

Major Duties

  • Coordinate and manage dilute chemical agent, Environmental and hazardous waste studies.
  • Coordinates discussion and represents BGCA during meetings/negotiations with representatives from the Kentucky Department of Environmental Protection (KDEP) and the U.S. Army Chemical Materials Activity (CMA).
  • Provide briefings and discuss technical issues with State of Kentucky inspectors regarding hazardous waste storage and management in the laboratory and monitoring sheds at the BGCA.
  • Ensure the team's day-to-day operational and emergency stand-by equipment/personnel are maintained in the highest state of readiness in order to respond to Chemical Agent munitions leaks.
  • Oversees the HAZ-Waste air monitoring processes during leaker isolation procedures.
  • Plans for future workload adjustments and fast reaction to emergency requirements.
  • Initiates or participates in review of work methods, organizational features and structuring of positions to achieve optimum simplicity, efficiency, and accuracy.
  • Makes decisions on training requests, recommends awards and bonuses for non-supervisory personnel, provides advice and counseling, establishes performance elements and standards and evaluates subordinate?s performance.
  • Plans for future workload in order to achieve optimum organizational simplicity and economy.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Additional information about transcripts is in this document. Basic Requirement for Supervisory Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Overseeing laboratory operations of a toxic chemical laboratory (TCL). 2) Providing technical expertise and laboratory performance management on a wide range of duties related to Air Monitoring Systems. 3) Exercising professional knowledge, sound judgment, and/or experience in various fields of science, agent monitoring and hazardous waste management and analysis. 4) Leading, informing and mentoring junior personnel in such areas as organizational goals and objectives, training and career enhancement opportunities, team building, and resolving simple, informal complaints. 5) Conducting scientific studies of environmental, air monitoring and waste samples and preparing and presenting written reports of all findings. 6) Coordinating design, review, and execution of remedial strategies and other projects to ensure conformance with Federal, State and local regulations, policies, and requirements. 7) Conducting personnel administration by assigning work to subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
